About You / What We Are Looking For
The City of Coquitlam is seeking an experienced and forward-thinking Senior ICT Project Manager to help lead some of the organization’s most significant technology modernization and digital transformation initiatives.
Reporting to the Manager, ICT Project Management, this role is responsible for leading complex, enterprise-wide projects that support the City’s strategic priorities and enhance how services are delivered to our community. Working across departments, you will partner with business leaders, subject matter experts, vendors, and executive sponsors to deliver high-impact projects that drive innovation, modernization, and organizational change.

Main Responsibilities
- Lead enterprise-wide, high-impact technology modernization and digital transformation projects from strategy and planning through implementation and service delivery.
- Develop and manage project plans, budgets, schedules, governance frameworks, risk management strategies, and communication plans to ensure successful project outcomes.
- Partner with departments across the organization to identify business needs, define project objectives, and align initiatives with Council priorities, business plans, and ICT strategic objectives.
- Lead cross-functional project teams comprised of internal staff, business stakeholders, consultants, vendors, and implementation partners.
- Manage organizational change activities and support departments through the adoption of new technologies, processes, and ways of working.
- Present project updates, recommendations, risks, timelines, and performance metrics to executive sponsors, steering committees, and senior leadership.
- Develop business cases, project charters, procurement documentation, and Requests for Proposals (RFPs) to support project delivery and strategic decision-making.
- Establish and enhance project management methodologies, governance practices, tools, and frameworks that support continuous improvement across the organization.
- Monitor project financial performance and ensure responsible stewardship of public funds through effective budget management and resource planning.
- Build and maintain strong relationships with internal and external stakeholders while facilitating collaboration across multiple departments and project teams.
- Identify, assess, and proactively manage project risks, issues, dependencies, and opportunities throughout the project lifecycle.
- Provide guidance and mentorship to project team members while promoting project management best practices and a culture of continuous improvement.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Computer Science, Information Technology, or a related discipline.
- Project Management Professional (PMP) certification.
- Minimum of five to seven years of progressive project management experience, including delivery of large, complex IT, enterprise technology, or digital transformation initiatives.
- Two to three years of experience delivering projects using Agile project management methodologies.
- Demonstrated experience leading enterprise-wide projects involving multiple stakeholder groups, departments, and business functions.
- Experience managing project budgets, vendors, procurement processes, and external implementation partners.
- Strong written, verbal, facilitation, and presentation skills, with the ability to communicate effectively with both technical and non-technical audiences.
- Experience leading organizational change initiatives and supporting successful business transformation outcomes.
Preferred Qualifications
- Experience delivering large-scale digital transformation, modernization, or enterprise technology initiatives within a large municipality.
- Experience working within a large municipal organization or other comparable public sector environments, including Crown corporations, health authorities, post-secondary institutions, or government agencies.
- Prosci, Certified Scrum Master (CSM), Product Owner, Lean Six Sigma, Organizational Change Management (OCM), or similar certifications.
- Experience implementing Agile delivery practices and supporting Agile adoption across teams and departments.
- Experience developing project governance frameworks, methodologies, standards, and continuous improvement initiatives.
- Experience working with large, cross-functional project teams involving business analysts, change specialists, technical resources, and executive sponsors.

What We Offer
This excluded position has an annual salary range of $126,625 - $142,435 (2025 rates). The rate of pay is based on a variety of factors including qualifications, knowledge, experience and skills.
You will have the chance to join a rapidly growing and diverse team dedicated to supporting the local community, and be able to engage in variety of learning and development opportunities. Additionally, there is an opportunity to participate in an earned day off/flex day program. This position is based in Coquitlam with some flexible, hybrid work options available.
