Who You Are:

Reporting to the VP of Customer Success, the Project Manager will own the full implementation lifecycle for a portfolio of government agency clients, from contract kickoff through data refinement, environment launch, and client handoff. You'll work directly with state DOT project leads, MPO program managers, and city/county traffic engineers and GIS specialists to drive complex, multi-stakeholder implementations to completion on time and in scope. You'll be the primary point of accountability between what Citian committed to in the contract and what the client experiences on day one of using the platform.
This is not a coordinator role. You'll manage milestone-based delivery schedules, enforce quality gates, navigate three-party consultant relationships, and proactively identify opportunities to expand Citian's footprint within accounts.
 
Core Responsibilities
 
      Project Ownership
  • Own the full implementation lifecycle from contract execution through internal launch and client training handoff, tracking customer time-to-value as the primary measurement of success
  • Translate customer SOWs and commercial documents into structured project plans with phases, milestones, tasks and deliverables
  • Build and maintain project-specific work breakdown structures and project plans for each assigned Citian project
  • Serve as the primary client-facing point of contact for state DOTs, MPOs, cities and counties from kickoff through stabilization.
  • Navigate government procurement norms, understanding how milestone acceptance, change orders, and SOW amendments work in a public agency context
 
      Process & Tooling
  • Operationalize project management software templates across all active implementations
  • Maintain launch health signals: phase, exit criteria, client engagement quality and risks, and internal blockers
  • Contribute to a repeatable playbook development including onboarding collaterals (decks, 1 pagers), workflow discovery templates, and training run-of-show.
      Data & Environment Coordination
  • Drive client data readiness and scope: Ensure customers provide timely access to scoped data for ingestion in accordance with prescribed timelines and Statements of Work.
  • Coordinate with engineering to ensure timely completion of environment builds and configuration and quality assurance tasks.
  • Translate technical delivery status into plain-language updates for non-technical stakeholders
 
      Cross-Functional Coordination
  • Serve as the primary liaison for CS with Citian Sales, Engineering, Data Science, and GIS teams to ensure customer deliverables are met in scope and on time.

 

Required Qualifications:

  • 5+ years of project management experience in an enterprise SaaS implementation, professional services, or technical consulting environment.
  • Demonstrated ability to own complex, multi-stakeholder projects end-to-end with hard deadlines
  • Comfort reading and working within SOW/contract language, identifying scope risk without legal support
  • Comfort operating in ambiguity, building process where there isn't one, not just following it
  • Strong written and verbal communication, ability to represent Citian professionally in front of government clients
  • Experience managing projects in a formal PjM tools (TaskRay, JIRA, Monday, ClickUp, or equivalent.)
 
Preferred Experience
  • Background in transportation planning, traffic engineering, DOT/MPO consulting, or public sector GIS
  • Experience with city asset management, infrastructure operations, or field data collection programs
  • Familiarity with consultant-layered implementations 
  • Familiarity with GIS concepts: geodatabases (GDB), Esri REST services, data ingestion workflows
  • Experience implementing software for state or local government clients
  • PMP or equivalent certification
  • Venture backed startup experience ideally within GovTech
