Position Overview

The Operational Governance Manager is responsible for ensuring robust and consistent oversight of Parent Service delivery aligned with the Operational Governance Framework.

This role is pivotal in overseeing and strengthening the governance of parent-provided services that are integral to the ultimate delivery to our clients. The Operational Governance Manager will balance strategic influence and tactical execution, ensuring that the firm’s operational governance frameworks, controls, and processes effectively manage risks, promote transparency and accountability, drive continuous improvement, and support seamless, high-quality client service.

This role partners with Business Unit leaders and Designated Governance Officers (DGOs) to ensure service delivery governance is clearly and consistently applied and outcomes are aligned to strategic goals across Client Service Delivery and CIBC Mellon.

Responsibilities

Operational Governance

  • Develop, enhance, and maintain the Operational Governance processes that oversee the delivery of parent-provided services, ensuring alignment with business unit requirements, regulatory requirements, industry best practices, and the expectations of CIBCM and parent organizations.
  • Demonstrate thought leadership by proactively evaluating and challenging existing service delivery models, and championing innovative solutions that enhance data-driven decision making, risk management, and operational efficiency.
  • Serve as a catalyst for positive change, leveraging strong influencing skills to drive alignment and accountability among stakeholders across CIBCM and parent organizations. Lead by example in fostering a culture of continuous improvement and operational excellence.
  • Continuously scan the internal and external environment for opportunities to innovate and elevate service delivery standards, leveraging data, feedback, and emerging industry trends to drive transformative initiatives.
  • Assess and manage the governance impact of significant changes in parent service models, new initiatives, or regulatory developments, ensuring controls and processes are adapted as needed.
  • Prepare and deliver, in collaboration with partners, comprehensive reports on service delivery governance, change initiatives, issue escalation and mitigation, as well as key risk indicators to management.
  • Maintain and update governance policies and procedures related to parent service delivery, ensuring consistency, compliance, and alignment with Shareholder Agreements, regulatory requirements and corporate policies.
  • Facilitate regular governance meetings with representatives from parent organizations and internal business units to discuss service performance, risks, and improvement actions.
  • Actively represent the business in new/change initiatives and development processes to ensure a consistent and integrated approach to Operational Governance.
  • Assess significant internal and external business changes and develop impact analysis and go forward approach.
  • Complete special projects as required.

Operational Risk, Compliance and Business Resiliency

  • Partner with Operational Risk and other stakeholders to strengthen our first line of defence (1LOD), working closely with DGOs to ensure adherence to requirements.
  • Represent the Business (as the SME) in operational risk, compliance and business resiliency initiatives to ensure a consistent approach to 1LOD approach and responsibilities.
  • Take full ownership of the governance process by partnering with business leaders to not only identify and investigate operational risk events, but also to ensure the implementation and sustainability of effective mitigation strategies and continuous learning.
  • Support the business in designing, implementing, and maintaining effective controls, ensuring they are embedded in day-to-day operations.
  • Facilitate the development and delivery of training and awareness initiatives to ensure the business/DGOs understands their risk and control responsibilities related to parent service delivery.
  • Promote a culture of risk awareness, compliance and control as an integral part of effectively managing service and business performance.

Qualifications

  • 5+ years of Asset Servicing experience across operations, service, product management, risk management or governance.
  • Expertise in one or more products or services within the Asset Servicing industry.
  • Bachelor's Degree in Business, Finance, Risk Management, or a related field.
  • Strong understanding of service delivery governance, operational risk management, and regulatory compliance.
  • Proven ability to think strategically, act with initiative, and deliver results in complex, evolving contexts
  • Demonstrated self-starter with a track record of independently initiating and driving complex projects to completion, while also excelling in collaborative, cross-functional environments.
  • Ability to apply advanced analytical and critical thinking skills to identify root causes, anticipate challenges, and develop forward-thinking solutions that drive organizational success.
  • Excellent communication and relationship-building skills, with the ability to influence stakeholders across a variety of teams.
  • Proficiency in Microsoft Office Suite; experience with data analysis and reporting tools.
  • High attention to detail, organizational skills, and ability to manage multiple priorities in a complex, fast-paced environment.
  • Adaptability to evolving business and regulatory landscapes.

Job Specific Competencies

  • The salary band for this position ranges between $98,000 - $148,000.
  • Individual pay is determined by factors such as job-related skills, market conditions, relevant experience, education, training, and internal equity.
