General Description
Responsible for the analysis and forecasting of staffing requirements; the supervision of the recruitment and selection process for hiring professional and instructional staff and employee relations management. Complex work is performed within specific departmental objectives and policies; the employee works independently and coordinates with others as necessary. Contacts are regularly and frequently made at all organizational levels within and outside the school system to explain programs and policies. Contacts are on behalf of the school system and may obligate the organization to a course of action. Position requires extensive professional judgment.
Job Description
Essential Job Functions:
- Serves as the primary HR contact for a set of assigned schools and/or departments
- Provides day-to-day performance management guidance to line management (e.g. coaching, counseling, career development, disciplinary actions).
- Provides HR policy guidance and interpretation.
- Responsible for staffing assigned units giving attention to position control; collaborates with school administrators, Instructional Division and the Office of Management and Budget in forecasting and determining staffing needs.
- Staffs instructional, professional, and support positions for an assigned group of schools and/or departments.
- May be responsible for working with secondary schools in the identification and hiring of coaching/extra curricular personnel and maintaining appropriate data
- May coordinate the placement of student teachers and interns
- May plan a variety of work calendars
- Works with HRIS to coordinate issuance of a variety of contracts and work agreements for new hires, promotions, and transfers to ensure compliance with School Board policies, state laws, and procedures.
- Maintains in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance. Partners with senior managers or legal as needed/required.
- Works with administrators and employees on the identification and resolution of employee matters
- Partners with other administrators to resolve complex employee relations issues which may include conducting effective, thorough, and objective investigations.
- Coordinates employee transfers in accordance with School Board policies
- Ensures compliance with Federal, State and local standards and regulations, serves as a resource on Affirmative Action/Equal Opportunity issues, American with Disabilities Act and the Fair Labor Standards Act.
- Performs other related duties as assigned.

Staffing reports, coaching/supplemental employee reports and a variety of other reports related to vacancies, transfers, and employee matters.
Equipment Operation
General office equipment to include computer, printer, scanner.
Applicants, school principals, directors, teachers, legal staff, university program staff, administrators and managers in a variety of departments.

May supervise human resources assistant.
Decision Making
Performs functions independently, Supervisor is informed of unusual situations.

Provides feedback on personnel policy and procedures.

Qualifications
Working knowledge of multiple human resource disciplines to include federal and state laws, staffing, selection, diversity and inclusion, employee relations, and performance management. Knowledge of School Board policies, programs and regulations. Excellent verbal and written communication skills. Excellent organizational skills and attention to detail.
Additional Job Requirements
Bachelor's degree in human resources, education, or related field. Minimum three years progressively responsible work experience. SHRM-CP, SHRM-SCP, or Virginia Department of Education certification preferred. Proficient with Microsoft Office Suite or Google Suite.
