The Opportunity:

An experienced Business/Systems Analyst should be well‑versed in developing custom software applications within an Agile/Scrum environment, possessing a strong understanding of real‑world mission and business objectives along with a solid grasp of software development practices and technologies. This role serves as the central point for capturing, analyzing, and managing both functional and non‑functional system requirements, effectively decomposing business and mission needs into clear, actionable user stories. The analyst meets regularly with stakeholders to identify and refine business needs, communicates those needs clearly to the Development team, and partners closely with the Product Owner to develop and maintain product backlogs. Throughout the development cycle, they collaborate with both stakeholders and the Development team to ensure that customer needs are fully understood and successfully met.



Responsibilities:

  • Under minimal direction, collaborate with customer stakeholders to define and document customer stakeholder business needs

  • Develop and clarify customer stakeholder requirements to enable Development Team design, development and test activities

  • Develop, document and maintain customer stakeholder requirements as user stories in product backlogs

  • Serve as the primary focal point between the customer stakeholders and the Development Team

  • Become an expert on managed applications to facilitate an understanding of future product needs

Qualifications:

Required: 

  • Active DOD Secret clearance           

  • Ability to develop business processes, capability needs, business requirements and business information models           

  • Ability to translate and decompose business needs into multiple layers of requirements/user stories           

  • Comfortable collaborating with stakeholders to gather pertinent information           

  • Working knowledge of all elements of software development life cycle processes           

  • Understanding of Agile Scrum methodologies           

  • Strong skills with MS Office tools (Word, Excel, PowerPoint and Visio) and SharePoint           

  • Excellent written and verbal communication skills with the ability to understand, collaborate with, and help shape the vision of customers and stakeholders.

  • Strong interpersonal, teamwork, problem‑solving, and organizational skills, with the ability to multitask effectively.

  • Comfortable working with diverse contractors and customer personnel, both independently and as part of a team.

  • A proactive self‑starter who takes initiative in ambiguous situations and is willing to challenge the status quo to propose innovative solutions.


Desired:

  • Experience using Azure DevOps (also known as Microsoft Team Foundation Server

  • Certified Scrum Product Owner (CSPO) or Professional Scrum Product Owner (PSPO) certification

  • Experience working with the US Navy, specifically, Navy Reserve Forces Command

  • B.S. in Computer Science, Engineering, Information Management Systems, Business Management or a related discipline, or equivalent professional experience

There are a host of factors that can influence final salary including, but not limited to, geographic location, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, education, and certifications. The proposed salary range for this position is:

$75,200-$158,100
