About the Role
The District Department of Transportation is seeking a hands-on Field Network Engineer to support its Intelligent Transportation Systems infrastructure program. This senior-level role will support the design, deployment, troubleshooting, and day-to-day operations of a secure, highly available network supporting traffic signals, CCTV/video surveillance systems, IoT field devices, and other transportation technology across the District of Columbia.
The ideal candidate will have strong experience with Cisco DMVPN, Metro Ethernet, WAN transport, field networking, ITS infrastructure, fiber optics, LTE/5G failover, network automation, and high-availability network design.
Key Responsibilities
Network Engineering & Operations
- Design, deploy, configure, and troubleshoot secure network connectivity for field-based ITS infrastructure.
- Support Cisco DMVPN Phase 2 and Phase 3 hub-and-spoke and spoke-to-spoke network environments.
- Configure and troubleshoot IPsec VPN profiles, GRE tunnels, NHRP mappings, and tunnel interfaces.
- Implement and maintain dynamic routing protocols, including BGP, OSPF, and EIGRP.
- Manage VLANs, IP addressing, Layer 2/Layer 3 connectivity, VRFs, firewall policies, and segmentation.
- Apply and tune QoS policies to prioritize latency-sensitive traffic, including signal control and video.
- Troubleshoot issues from field cabinets through WAN transport and back to data center/headend facilities.
Metro Ethernet, WAN & Field Infrastructure
- Coordinate with service providers on Metro Ethernet circuit provisioning, turn-up, cutover, and incident resolution.
- Manage dual-WAN redundancy models and carrier handoff configurations.
- Perform field installations and cutovers of routers, switches, cabinets, and handoff equipment.
- Support field cabinet upgrades, including power and environmental requirements.
- Assist with migration from legacy infrastructure to modern DMVPN-based transport.
ITS Infrastructure Support
- Support transportation systems including traffic signal control systems, CCTV/video surveillance platforms, and IoT devices.
- Maintain reliable, low-latency transport connectivity for mission-critical transportation operations.
- Monitor network availability, performance, latency, throughput, and service-level compliance.
Security, Compliance & Documentation
- Ensure encrypted communications align with DDOT and District government security policies.
- Manage VPN certificates, key rotation, and trust domain configurations.
- Implement IoT security and segmentation best practices.
- Support audits, vulnerability assessments, and remediation activities.
- Maintain accurate technical documentation, including network diagrams, IP assignments, equipment inventories, and configuration records.
Required Qualifications
- Bachelor’s degree in Computer Science, Information Technology, Network Engineering, or related field, or equivalent professional experience.
- 15+ years of relevant IT/network engineering experience.
- 11+ years of experience conveying technical and functional concepts within a technical specialty.
- 11+ years preparing complex technical documentation.
- 11+ years of experience with Intelligent Transportation Systems, including traffic signal controllers, CCTV/video surveillance transport, and traffic management systems.
- 11+ years of fiber optic network experience, including single-mode fiber design and SFP/SFP+ transceivers.
- 11+ years of network automation experience using Ansible or Python-based scripting.
- 10+ years of experience working with a state or municipal Department of Transportation.
- 8+ years of experience with high-availability network design, redundant architectures, and disaster recovery planning.
- 7+ years of experience with LTE/5G failover solutions.
- 5+ years of experience with IoT security and segmentation best practices.
- Active CCNA certification required.
- Valid driver’s license required.

Work Environment
This role includes a mix of field work, data center operations, and remote support. Candidates must be comfortable working in street-level cabinets, utility corridors, data center environments, and scheduled maintenance windows.
The role requires travel to field locations across Washington, DC, the ability to lift and rack network equipment up to 50 pounds, and availability for scheduled maintenance windows and after-hours emergency response.
