Candidates’ work history must represent increased levels of responsibility on a progressive basis throughout their career.

The Mechanical Systems QA Owner’s Representative is responsible for representing the owner’s interests in the quality oversight of mechanical construction, installation, testing, commissioning support, and turnover activities for a semiconductor or advanced manufacturing facility. This role ensures that mechanical systems are installed in accordance with approved drawings, specifications, applicable codes, industry standards, cleanroom requirements, and owner standards.

The position requires strong experience with advanced manufacturing mechanical systems, including HVAC, cleanroom air systems, exhaust, chilled water, heating water, process cooling water, compressed air interfaces, hydronic piping, equipment setting, ductwork, vibration control, and commissioning readiness.

Key Responsibilities

Oversee mechanical QA/QC activities on behalf of the owner during fabrication, installation, testing, commissioning, and turnover.

Review mechanical drawings, specifications, submittals, shop drawings, coordination drawings, inspection test plans, method statements, equipment data, and quality documentation.

Monitor contractor and subcontractor work to verify compliance with approved drawings, project specifications, manufacturer requirements, applicable codes, and owner standards.

Perform field inspections of mechanical installations, including HVAC equipment, ductwork, piping, supports, hangers, insulation, valves, dampers, access panels, equipment pads, vibration isolation, and equipment connections.

Verify proper installation and quality of cleanroom mechanical systems, including make-up air units, recirculation air systems, fan filter units, HEPA/ULPA filtration, pressurization controls, and environmental control systems.

Review and verify mechanical testing documentation, including pressure testing, leak testing, flushing, chemical cleaning, TAB reports, filter certification, vibration testing, equipment alignment, and functional test records.

Support inspection of hydronic systems, chilled water, heating water, condenser water, process cooling water, compressed air interfaces, exhaust systems, and specialty mechanical utility systems.

Coordinate with engineering, construction, commissioning, safety, operations, controls, process piping, and tool install teams to resolve mechanical quality issues.

Track nonconformance reports, quality observations, punch list items, RFIs, field changes, and corrective actions through closure.

Participate in system walkdowns, pre-functional inspections, commissioning readiness reviews, startup support, and turnover package reviews.

Confirm contractors maintain complete and accurate turnover documentation, including inspection records, test reports, equipment start-up forms, TAB reports, calibration records, redlines/as-builts, O&M manuals, and commissioning documentation.

Identify risks to quality, safety, schedule, cleanliness, operability, maintainability, or energy performance and escalate issues to owner leadership.

Support continuous improvement, lessons learned, and standardization of mechanical quality processes.

Required Qualifications

Minimum 7–10 years of mechanical construction, QA/QC, commissioning, or owner’s representative experience.

Experience on semiconductor, pharmaceutical, data center, battery, cleanroom, or other advanced manufacturing projects preferred.

Strong knowledge of mechanical installation practices, HVAC systems, hydronic systems, cleanroom systems, ductwork, equipment installation, and testing requirements.

Ability to read and interpret mechanical drawings, P&IDs, equipment schedules, duct layouts, piping layouts, specifications, shop drawings, and test packages.

Familiarity with applicable codes and standards such as ASHRAE, SMACNA, ASME B31.3, ASME B31.9, NFPA, IMC, IBC, NEBB, AABC, ISO cleanroom standards, and project-specific owner standards.

Experience reviewing inspection reports, test records, TAB reports, equipment start-up documentation, commissioning checklists, and turnover packages.

Knowledge of pressure testing, leak testing, duct leakage testing, flushing, cleaning, balancing, filter testing, vibration isolation, equipment alignment, and commissioning readiness requirements.

Strong documentation, communication, field inspection, and issue-resolution skills.

Ability to work effectively with contractors, engineers, inspectors, commissioning teams, safety personnel, facilities teams, and owner stakeholders.
