Position Summary Information

General Summary This position is open to current WSSC Water employees only.

The Manager, Facility Design & Construction leads multi-disciplinary teams managing very difficult and complex construction projects including new maintenance depots, major systems replacements, jet truck garages, and other major capital projects ranging from $20M-$100M+ in construction value.

Essential Functions

  • Supervises employees including selecting or recommending selection, training, assigning and evaluating work, counseling, disciplining, and/or termination or recommending termination
  • Leads a team managing very complex, difficult and visible planning, design and construction projects such as treatment plants, pumping stations, filtration plants, or other major facilities
  • Provides coaching, work assignments, and general supervision of project managers assigned to the unit
  • Leads and mentors team and section members
  • Consults and works with team members from other internal organizations, including senior leadership in the administration of consultant, Architect/Engineer (A/E) and construction contracts and their associated procurement mechanisms
  • Reviews project technical, management, and budgetary plans and ensures project compliance with corporate policy and technical specifications
  • Reviews and approves monthly and final payments for A/E's, contractors and vendors
  • Participates on project teams of others, including management review, reengineering and policy Divisions
  • Gathers data and prepares diagnostic and prescriptive reports on significant Team, Division, Section or Commission issues
  • Serves as Commission project representative equivalent to consultant's or contractor's Project Manager
  • Reviews, negotiates and finalizes contracts and change orders
  • Prepares or monitors project schedules using PERT, CPM, Bar Chart, or other methods
  • Develops and implements project management strategic plans and resultant monitoring mechanisms
  • Assists in the development of the capital improvement and engineering support programs, and other budgets
  • Serves as the Commission's representative in public meetings with local government agencies, special interest divisions and the general public
  • Supervises the work of facility construction managers, associate project managers, inspectors and support staff both on specific project assignments and in general mentoring and tutorial roles
  • Drives a vehicle to conduct WSSC Water business

Other Functions

  • Serves as Acting Facility Design & Construction Division Manager as needed
  • Substitutes for other project management managers as needed
  • Performs other related duties as assigned

Work Environment And Physical Demands Position is conducted in the field and office.

Required Knowledge, Skills, And Abilities

  • Extensive knowledge of the principles and practices of design and construction project management and environmental engineering
  • Ability to manage large, complex planning, design and construction projects and/or programs ranging in construction value of $20 million to over $100 million
  • Ability to coach and supervise a section of subordinate project managers responsible for a total of 15-20 projects
  • Ability to organize and lead cross functional team in the development of a strategic project management plan encompassing schedule, budgetary, contractual, human resources and stakeholder elements
  • Ability to effectively access and involve other agencies, internal staff, the general public and special interest communities
  • Ability to demonstrate team building, division management, project management; strong verbal and written communication skills including public speaking
  • Ability to summarize complex issues and effectively present them to a non-engineering audience

Minimum Education, Experience Requirements

  • Bachelor's degree in Civil, Sanitary, Environmental Engineering or related engineering discipline
  • 7+ years experience in the practice of design and/or construction project management,
  • 3+ years design or construction experience with water/wastewater projects and experience in design or construction contract administration

OR

  • High School diploma or equivalent
  • 11+ years of responsible experience in the practice of design and/or construction project management
  • 3+ years design or construction experience with water/wastewater projects and experience in design or construction contract administration

Additional Requirements

  • Possession of a valid driver's license, with no more than 4 points, and the ability to obtain and maintain a WSSC Water driver's permit within 90 days of hire or transfer
  • Completion of the WSSC Water Financial Disclosure statement within 30 days of employment and annually thereafter

Preferences

  • Registration as a Professional Engineer in Maryland
  • Certification as a Project Management Professional by the Project Management Institute (PMI) or certification as a Construction Manager by the Construction Management Association of America (CMAA)
  • Supervisory experience
