Job Summary
The Behavioral Health Manager for Substance Use Disorder Services will work to promote and maintain the recovery and well-being of Whitman-Walker Clinic’s clients by leading and operating a team of SUD/Mental Health professionals, recovery peer specialists and volunteers. The incumbent is responsible for the coordination and successful implementation of all Outpatient SUD services. Some of the duties will include performing client assessments, conducting individual and group counseling sessions, training program staff, and executing the department’s evaluations efforts.

- Maintain a respectful, non-judgmental, and compassionate manner with patients/clients/staff.
- Demonstrate excellent customer service byidentifyingand exceeding customer requirements.
- Adhere to Whitman-Walker policies and procedures, with special attention given to HIPAA requirements.
- Maintain data integrity through conscientious use of relevant tools and employing a system of checks and balances.
- Demonstrate organizational skills necessary to multi-task, meetdeadlinesand re-prioritize as needed.
- Participate in organizational quality and performance improvement activities.
Primary Essential Duties
- Monitor and make improvements to a model of SUD treatmentservices thatemphasizetimelydelivery of services, efficiency, programrelevancy,and client-centered services.
- Maintain a clinical caseload of25hours face to face. (this may be done with individual and group)
- Responsible for program expansion,developmentand curricula
- Provide clinical and administrativeoversightof all SUD services at 1525 14thStreet NW and Max RobinsonCenter
- Proactively enforce the policies, procedures,guidelinesand other regulations asestablishedby Whitman-Walker Health, the Dept. of Behavioral Health/SUD division (Chapter 63), and Federal and government agencies.
- Participate in grant proposal writing, prepare monthlynarrativeandmonitorgrant deliverables.
- Supervise clinicalstaff.
- Execute responsible fiscal management, which includes the regular monitoring of expenditures and receivables from all income generating sources,i.e.third part insurance, self-pay,etc.Managethe upkeep of all blood alcohol and urine testing devices
- Take part in the development of annual budget to meet departmental needs
- Network and market WWH SUD services to area agencies and organizations to ensurea steady flowof client referrals at both sites.
- Recruit and hireappropriate clinical,administrative,and volunteer staff which may include student interns and those looking for special projects.
- Facilitate new hire orientation and staff development as needed
- Ensure all staff members and volunteersmaintaintheir licensureandcertification.
- Participates in management meetings to act upon a variety of matters including personnel matters and provides updates and reports as requested
- Supporting management in fact finding efforts concerning managerial actions or union grievance processing
- Reviews and makes recommendations for changes to collective bargaining agreements and the Employee Handbook to ensure ongoing compliance

Knowledge, Skills, and Talents Required
- Clinical knowledge based in mental health, SUD treatment, HIV/AIDSand social work and or professional counseling practices that isgenerally developedthrough on-the-job experience in a clinical environment where mental health and substance use disorder treatment services are a primary focus.
- Have a demonstrated understanding of the BAL and UA testing methodologies and testing protocols.
- Ability to conduct mental healthcounselingthatrespectsthe dignity and diversity ofallclients.
- Must be able tomaintaina fluid and flexible work schedule thatis driven by client caseload, program needs, and departmental goals. This may include nights and weekends as needed.
- Knowledge of HIV/AIDS and its impact on diverse populations, including the Lesbian, Gay, Bisexual and Transgender communities. Andit’stheimpactofSUD.
- ProfessionalproficiencyinMS Word, Excel, Access,Outlook,and PowerPoint isrequired.
- Ability to prepareaccurate,concise,and comprehensive reports.
- Experience withmedication as treatment (MAT)foropioidand other substanceuse
- Research experience a plus
Education and Experience Required
- AMaster’s degree in Social Work, Counseling, or Psychology or related area
- At least three years’ experience working within SUD treatment programming, preferably with supervision experience.
- Relevant experience working with clients across the demographic spectrum
- Experience working with clients living with HIV
Working Conditions:
Working conditions for this position are normal for an office environment. Individuals may be required to work evenings and / or weekends and organization events.

- Lifting: Nomore than 20 lbs. and infrequently.
- Movement: Standingand sitting for long periods.
- Visual:Longperiodsoncomputer.
- Concentration: Extendedperiods of engagement with computer systems where concentration is key to accuracy in data entry. Intermittent periods of engagement with a telephone system to respond to inquiries where concentration is key to task performance.
- Communication: Directand indirect communication. Written and verbal competency.
