The USPS OIG is seeking a highly qualified applicant to fill our Data Analyst position in the Research and Insights Solution Center located in Arlington, Virginia.

As a Data Analyst, you will work alongside subject matter experts and stakeholders to create data-driven solutions covering a wide variety of topics. You aren't just a number-cruncher; you're the key to unlocking critical insights to fulfil our mission to provide comprehensive analytical services.

- Advanced Trend Analysis: Analyze internal and third-party datasets to identify trends and mitigate risks within complex, high-uncertainty business environments.
- Artificial Intelligence: Utilize AI and other advanced applications to facilitate analytical activities.
- Quantitative Support: Execute advanced statistical and numerical modeling to provide evidence-based insights for audits and investigations.
- BI Solution Development: Design and maintain interactive business intelligence (BI) dashboards and visualizations that translate complex data into actionable insights.
- Strategic Data Governance: Architect analytical solutions and provide recommendations to optimize data collection, management, and governance frameworks.
- Stakeholder Collaboration: Partner with cross-functional stakeholders and subject matter experts to define technical requirements and solve organizational challenges.
- Methodology Documentation: Maintain rigorous documentation of analytical workflows and processes to ensure reproducibility and transparency.
- Communication and Reporting: Prepare and deliver high-level technical reports and presentations to communicate strategic recommendations to diverse and non-technical audiences.
- Data Integrity & ETL: Perform complex data extraction, transformation, and loading (ETL) tasks while ensuring the accuracy and integrity of large-scale datasets.
- Process Automation: Develop and deploy automated reporting tools and scripts to increase efficiency and reduce manual data handling.
Compensation
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Journey Band level, equivalent to a GS-9 to GS-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay. Promotion potential to a GS-13 at management's discretion.
Minimum Qualifications:
- Bachelor's degree from an accredited college or university in Operations Research, Mathematics, Statistics, Analytics, Geography, Computer Science, Data Science, Economics, or related analytics or engineering field.
- Must have 1 year of specialized experience with query languages (e.g., SQL), programming languages (e.g., Python), business intelligence tools (e.g., Power BI, ArcGIS Pro, etc.), and analytics platforms (e.g., Databricks).
Desirable Qualifications:
- Knowledge and experience with Postal Service processes and related data systems for mail processing, delivery, logistics, or other business functions.
- Knowledge and experience in the law enforcement, audit, and/or mailing industry.
- Knowledge of advanced analysis techniques such as natural language processing, predictive analytics, and machine learning model, development, training, evaluation, testing, refinement, deployment, and maintenance.

- Skills and experience using a variety of analytical and business intelligence tools and languages (E.g., Esri, SQL, Python, R, Power BI, Databricks) to ingest and manipulate data and conduct research, data analysis, mathematical modeling, statistical analysis, and data mining.
- Experience working in database and cloud environments (E.g., Oracle, Teradata, SQL Server, Azure).
- Ability to communicate and visualize analytical methods and results to peers, customers, and non-technical stakeholders.
