Qualifications

MINIMUM FORMAL EDUCATION/TRAINING:

  • A University degree in Finance, Business Administration or a related field and enrolment in the CPA program is required.

EXPERIENCE

  • A minimum of three years of experience in financial reporting, budgeting or financial planning in a complex decentralized organization is required.
  • Accounting related experience, where knowledge of accounting theory and practice has been acquired and experience working in a computerized accounting environment is required.
  • Experience working with university financial and interface systems, such as Financial Administrative Support Tool (FAST), Banner and VIP is preferred.
  • Experience working in a university environment would be considered an asset.
  • An acceptable equivalent combination of education and experience may be considered.

SKILLS AND ABILITIES:

  • Advanced skills using Microsoft Excel and Word is required.
  • Must also be skilled in analysis of complex financial information, with a comprehensive understanding of and experience working with a multi-faceted chart of accounts.
  • Must be able to understand accounting matters, with a demonstrated ability in creating and maintaining documents, charts and presentations.
  • Must be able to communicate effectively and deal effectively and tactfully with the public and all levels of staff, including senior management.
  • Must have the ability to work independently, multi-task and prioritize work with minimal supervision.
  • Must maintain good relations with all university departments and faculties, and have the ability to work independently at a high level; ability adapting to an ever-changing environment.
  • Knowledge using database query tools, PowerBI, Adobe Acrobat Pro, Microsoft PowerPoint, and MS365 would be considered an asset.
  • Satisfactory work record, including satisfactory attendance and punctuality, is required.

OTHER JOB RELATED QUALIFICATIONS:

  • Demonstrated ability in preparing presentations is preferred.

Key responsibilities

  • Prepares unit specific budget workbooks, carryover and provision reporting.
  • Tuition support and analysis, including development of tuition fee tables.
  • Validates budget entry to ensure it aligns with standard policies and procedures and coordinates any required corrections.
  • Provide reports to monitor actual and projected revenues, expenditures and transfers in relation to budget.
  • Prepares unit financial and budget dashboards to support Central units, Faculties and the Executive Budget Committee with trend data to inform budget submissions.
  • Prepares supporting material (reports, spreadsheets, graphs, charts, etc) required by the Executive Director Financial Planning and Budgeting for discussion and decision making by the Provost and Vice-President (Academic) and Vice-President (Administration), presentation to the Budget Advisory Committee, Deans and Directors and for inclusion in the Board of Governor submission.
  • Entry and analysis of budget driver in the budget system.
  • Provides supporting data and analysis required for long range financial planning.
  • Future work to pull together data from various sources, to report on key budget performance metrics.
  • Monitors and reports on the financial status of strategic initiative funding.
  • In cooperation with Financial Services, prepares and loads into FAST the Board of Governors approved April 1 operating budget
  • Prepares and distributes operating budget information, as required, following the Board of Governors approval to faculties and units.
  • Manages activities within the Central Operating reserve. This includes preparing, tracking and reporting on all discretionary budget transfers, and inquiring with Financial Services with regards to transfers processed by Financial Services.
  • Coordinates reporting of operating carryover activities. This includes, validating and distributing prior year carryover and developing related reports.
  • Administers and maintains the FPO website.
  • Monitors the FPO email and coordinates responses with colleagues.
  • Undertakes tasks, duties and special projects as assigned by the Executive Director, Financial Planning and Budgeting.
  • Provides ad hoc reports and analysis necessary for carrying out duties of the position and for supporting the functions of the Financial Planning Office.
  • Other duties as assigned.
