Position Summary

As a key leader within the People & Culture portfolio, the Manager, Workforce Optimization will play a pivotal role in the successful transformation of UHN’s scheduling operatimization model and sustainability plan. 

The Manager, Workforce Optimization will lead a team of analysts to work closely with internal stakeholders, units, and departments to engage, measure and implement optimized master rotations and scheduling templates across UHN.   

Duties

Operating Model & Process Redesign

  • Design and implement a future-state scheduling operating model
  • Redesign scheduling processes to align with system capabilities, collective agreements, and operational needs.
  • Develop and maintain process documentation, SOPs, and training materials to support sustainability.
  • Prioritize unit selection for optimization in alignment with financial targets, resource alignment and project goals

Master Schedule Redesign

  • Develop and lead a team of master rotation specialists responsible for designing optimized master schedules.
  • Assess current scheduling practices across hospital units to identify opportunities for redesign.
  • Prioritize units for master schedule redesign based on operational needs and readiness.
  • Oversee the planning and sequencing of master rotation redesigns across the organization.
  • Engage clinical and operational stakeholders to ensure alignment with unit-specific requirements and collective agreements.
  • Provide implementation support to ensure smooth adoption of new master schedules.
  • Ensure redesigned schedules promote safe, efficient, and sustainable staffing models.

Stakeholder Engagement & Change Leadership

  • Support leaders and staff through the transition to new scheduling processes and tools, ensuring a positive user experience.
  • Act as a liaison between stakeholder teams including members of People & Culture, clinical operations, IT, and finance to ensure alignment and effective communication.
  • Promote a culture of continuous improvement and innovation in scheduling practices.

Team Leadership

  • Provide guidance, support and leadership to foster teamwork and collaboration to a team of scheduling specialists, analysts, or project resources as required.
  • Promote and champion a culture of excellence, inclusivity, and collaboration, supporting an environment of continuous high performance.

 

  • Bachelor’s degree required (e.g., Health Administration, Business, Engineering, Human Resources, or related field).
  • Minimum 5 years of progressive experience in healthcare operations, workforce management, or scheduling transformation.
  • At least 2 years of experience implementing or configuring scheduling systems in a unionized healthcare environment.
  • Strong communication, facilitation, and stakeholder engagement skills.
    Proven ability to lead change in complex, multi-stakeholder environments.
  • Demonstrated experience in process redesign, business analysis, or project management.
  • Strong understanding of collective agreements and their impact on scheduling practices.
  • High proficiency in Microsoft Excel; experience with Microsoft 365 tools (e.g., SharePoint, Power Apps, Forms) preferred.
  • Experience in large-scale system implementations or healthcare transformation projects is considered an asset.
  • Experience with scheduling platforms such as UKG, Kronos, or equivalent is an asset.
  • Master’s degree in a related field is considered an asset.
  • Certifications in Lean, Six Sigma, or Project Management (e.g., PMP) is considered an asset.
