OPPORTUNITY

The successful contractor will be working remotely within Canada and will be available for onsite meetings if required. Standard hours are 08:15 – 16:30 Alberta time, Monday through Friday excluding observed holidays.

PROJECT OVERVIEW

The Data and Content Management Division of the Government of Alberta uses a one-government approach to information and privacy governance, decision-making, and service delivery.

The Data

Centre of Excellence requires a resource to support the design and development of analytical data products & services to enable the GoA to better leverage its data assets and implement the GoA Data Strategy. The role will support high‑quality data modeling, algorithms, de‑identification, synthetic data creation, visualizations, and evidence development.

DESCRIPTION OF SERVICES

Provide hands‑on support, leadership, advice, and direction on strategic data initiatives.

Coordinate with internal and external clients to understand analytics needs.

Anticipate, identify, and respond to complex data analytic requirements across GoA and external organizations.

Develop and share data models, products, and analytics capacity.

Design and support development of analytic service offerings.

Analyze and organize raw data, preparing it for prescriptive and predictive modeling, and build algorithms that deliver business value.

Evaluate business needs, enhance data quality, and design analytical tools.

Conduct complex data analysis and collaborate with data engineers and analysts.

Coach and mentor team members, fostering client‑centric innovation.

Work closely with senior management to support a cultural shift toward data as a strategic asset.

Create and present options, roadmaps, frameworks, models, and briefings for senior executives.

Facilitate strategic conversations to develop shared understanding and generate options for decision‑making.

Develop baseline and ongoing outcomes, key results, metrics, and other indicators.

Work as part of a team responsible for knowledge extraction from data using probability models, machine learning, programming, statistics, pattern recognition, and visualizations.

Apply skills to provide insights, support decision‑making, and facilitate strategic business planning.

Provide executives with a deeper understanding of operations, transactions, services, and information, identifying new opportunities.

Transform GoA’s data assets into meaningful analytics for decision‑making.

Integrate quantitative and qualitative data to generate business insights.

Design and create dashboards and custom reporting from diverse data sources.

Collect client requirements and capture business and technical metadata for analytical products.

Escalate issues and risks as appropriate.

Operate within a multi‑vendor / staff environment.

DELIVERABLES

Specific deliverables and due dates will be determined by the client team.

Status reports – weekly and monthly.

MANDATORY REQUIREMENTS

Bachelor degree in Computer Science or related field of study.

Experience and skills in R, Python, SQL (6+ years).

Experience building and deploying end‑to‑end analytical or AI applications, including web frameworks such as React.js or Vue.js (2+ years).

Experience building analytical and quantitative models (6+ years).

Experience in data science, data engineering and/or AI (6+ years).

Experience preparing data for prescriptive and predictive modelling (6+ years).

Experience with advanced data analytics methods (6+ years).

Experience with statistical and data mining techniques (6+ years).

DESIRABLE REQUIREMENTS

Experience with data sharing, linkage, de‑identification, metadata, data quality, ethics, synthetic data, and data literacy (5+ years).

Experience combining raw data from diverse sources (5+ years).

Experience explaining complex data principles to clients (5+ years).

Experience designing and maintaining data pipelines or product workflows (3+ years).

Experience framing analytical questions to solve business problems (5+ years).
