Metro Vancouver Transit Police ("Transit Police") is the leader in regional public transit policing, operating across 22 communities. It provides policing services to all modes of transit: Bus, SeaBus, SkyTrain, and West Coast Express. PRIMARY PURPOSE

Manages the development, implementation and delivery of Safety & Emergency Management, Business Continuity and Risk Management (RM) policies and programs for Metro Vancouver Transit Police (MVTP). Ensures regulatory compliance and supports MVTP’s effort to create a strong safety culture and become resilient to major emergency response and disasters recovery plans. Provides leadership in risk identification, mitigation and reporting to support informed decision-making by executive leadership and the Board. Participates as the MVTP representative at the TransLink and enterprise-wide working groups to ensure Safety & Emergency Management and Risk Management alignment where applicable.

KEY ACCOUNTABILITIES

  • Collaborates with internal stakeholder on the development of long-term and short-term safety and emergency management strategies and plans, ensuring alignment to the broader goals and strategies of the enterprise and TransLink. Executes and implements MVTP strategies that increase safety and resiliency.
  • Manages, plans and coordinates the development and implementation of safety, emergency management and business continuity policies and procedures to ensure compliance with all legislative requirements. Includes reviewing new legislation and best practice trends, ensuring changes are appropriately reflected and understood at MVTP.
  • Identifies, collects and reports safety metrics and Key Performance Indicators (KPIs) around safety and emergency management initiatives and programs. Supports the compilation of safety KPIs and provides subject matter expertise to interpret results and categorize areas to be addressed.
  • Develops, maintains and oversees MVTP’s Safety Management System, the First Aid Program, and emergency supplies. Collaborates in the development and delivery of the Critical Incident Stress Management team. Ensures MVTP Joint Occupational Health & Safety Committee(s) are in place and functioning. Liaises with external regulatory bodies such as WorkSafeBC and manages investigations as per regulatory requirements.
  • Acts as a key liaison between MVTP and the enterprise, local and regional emergency and crisis response agencies in planning and response to emergencies/crisis. Coordinates with TransLink and subsidiaries’ managers and staff, Emergency Management BC, jurisdictional police and other national agencies to share information, resolve issues and manage project deliverables. Participates in project teams as MVTP representative for projects with enterprise-wide scope.
  • Develops over-arching Risk Management strategy for TSML; oversees development of short and long-term risk plans in support of TSML objectives and initiatives and the overall strategic plan as approved by the Transit Police Board. Plans, develops and implements a governance infrastructure of risk management standards, practices, policies, processes, systems and compliance mechanisms into TSML programs. Anticipate future demands of initiatives related to people, technology, budget and business within TSML; Lead cross-functional projects using advanced data modeling and analysis techniques to discover insights that will guide strategic decisions and uncover optimization opportunities.
  • Develops, implements, and continuously improves the RM Policy and Framework, including tools, templates, and procedures to ensure the alignment of risk management practices with business strategies and corporate priorities.
  • Develops and implements MVTP Risk Appetite thresholds and assists the Executive and the Board in defining and balancing its risk-taking ability with its approved Risk Appetite.
  • Oversee the identification, assessment, monitoring, and reporting of strategic, financial, operational, human resource, environmental, hazard, and reputational risks.
  • Lead the development and maintenance of organizational risk registers; ensure Risk Owners are designated, supported, and accountable for monitoring and reporting.
  • Manages and implements MVTP’s risk assessments and provides recommendations on business objectives, processes, and associated risks to various stakeholders.
  • Conducts or manages the completion of regular/annual audits to evaluate compliance with: regulations and policing standards (as required or prescribed), identified policies and procedures and other practices or standards identified by management or the Police Board; analyzes and documents findings, identifies gaps or areas of non-compliance, and develops practical recommendations for compliance or improvement; and presents comprehensive reports to the Police Board, summarizing audit outcomes, key risks and proposed corrective actions.
  • Liaises with multiple stakeholders (including Executive and Board Committees and sub-committees) to provide communication, education and awareness on the enterprise risk process. Leads risk management working groups, developing, and presenting recommendations to the Executive and the Board.
  • Manages reporting staff, including hiring, training, development, coaching, performance management, and all other people management practices.

Qualifications

Education and Experience:

The competencies for this position are acquired through completion of a university degree in business management or related field experience with emphasis on enterprise risk management concepts, methodologies and/or emergency preparedness, plus ten (10) years of related experience in safety, emergency management and business continuity. Must be eligible to become a Canadian Registered Safety Professional (CRSP).

Other Requirements:

  • Expert knowledge of the theories, concepts, principles, and practices of enterprise risk management and risk policy development and emergency preparedness planning
  • Expert working knowledge of policing operations and associated legislation and regulations along with police data and information systems (including PRIME)
  • Advanced analytical and problem resolution skills, with the ability to apply strategic business analysis techniques and methods
  • Advanced interpersonal, oral and written communication skills, including report writing and presentation skills
  • Advanced leadership skills to provide advice, direction and guidance to others and strong management and conflict resolution skills
  • Advanced understanding of change management to be able to shape and implement change
  • Good knowledge of transportation industry and provincial legislation affecting the industry (e.g. Bill 51) is an asset.
  • Must pass and maintain enhanced security clearance to be employed and to remain employed with MVTP

Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

37.5 hours per week.

This position offers the flexibility of working both on-site and work from home.

Rate of Pay

The salary for this position ranges from $120,560 to $180,840. Actual salary offered will be based on education, experience, skills, and qualifications as they relate to the role.
