Scope of Work:
The ideal candidate will possess prior government contracting experience in subcontracts. The Subcontracts Manager has responsibility over subcontract activities for assigned projects and must have demonstrated ability to plan, direct and coordinate all subcontract activities.
Responsibilities
- Develop subcontract statements of work, specifications, and terms and conditions for the procurement of materials and services across multiple contract types.
- Lead subcontract activities for assigned programs and ensure procured products and services meet quality, cost, and schedule requirements.
- Identify suppliers, issue requests for proposals, respond to supplier questions, and evaluate proposals following technical and cost analyses.
- Negotiate subcontract pricing, delivery, quality, performance requirements, special provisions, and modifications, while documenting all negotiation activities.
- Prepare subcontract documents in compliance with Government, corporate, and company requirements and obtain required approvals prior to issuance.
- Monitor subcontract funding, commitments, invoices, payments, and overall subcontract status.
- Participate in subcontractor surveys, audits, and program reviews, and respond to subcontract inquiries, issues, and disputes.
- Prepare and negotiate teaming agreements, non-disclosure agreements, and memoranda of understanding.
- Close out subcontracts upon completion of all deliverables, final invoicing, and payment.
- Provide subcontract guidance and support to program managers, technical staff, finance, quality, and contracts personnel.
- Exercise supervisory responsibility to oversee daily operations, ensure task completion, and support overall contract performance.
- Perform other duties as assigned.
Minimum Requirements:
- Five (5) years of relevant experience, including specialized work in government contracting.
- Strong working knowledge of procurement regulations (UCC, FAR, and DFARs).
- Demonstrated experience in negotiating, drafting and administering complex contracts
- Proficiency in Microsoft Office Suite (Word, Excel, Outlook); experience with work order systems such as Maximo preferred.
- Must be able to maintain the ability to access the government worksite.
- Must possess and maintain a valid state driver’s license and a safe driving record, in accordance with company policy, to operate vehicles or equipment as required for the position.
Physical Demands / Work Environment:
- Ability to sit or stand for extended periods while working at a computer or desk.
- Frequent use of hands for typing, data entry, and handling paperwork.
- Must be able to work on-call, alternate, and extended shift schedules when necessary to meet the mission requirements, including weekends and holidays.
