Leads the functions of the Financial Conditioning Monitoring, Reserve Analysis and Payments System Risk areas and oversees the coordination of the daily activities of the department to ensure the effectiveness of daily operations. Ensures proper controls of internal operations, evaluates potential risk posed by financial institutions, and makes decisions regarding risk mitigation efforts for the Financial Conditioning Monitoring and Payments Systems Risk, and/or Reserve Analysis units. Serves as primary contact to depository institutions, regulatory agencies, other Reserve Banks and the Board of Governors regarding Credit Risk Management issues. The position plays a key role in the leadership of the functions and requires conducting performance reviews, providing feedback and coaching to staff, making decisions on staffing needs (i.e. recruiting, salary decisions, rotational opportunities, and recognition), development of staff and career guidance. The level of work required is considered advanced and the individual must be able to work under minimal supervision. Problems are solved with advanced experience and highly technical expertise. This job has direct reports.

Your Responsibilities:

  • Oversee the development of performance goals and development plans for employees and establish measurements to evaluate team skills in order to assist the team in building skill sets required to support business needs

  • Evaluates performance results, completes performance appraisals, and coaches staff on job performance

  • Makes ultimate hiring recommendations to Officers Strategic Initiatives:

  • Implements and drives strategies that support division and System initiatives

  • Communicate strategic initiatives to key stakeholders and senior management within the Bank

  • Provides input on strategic decisions that impact the organization

Internal / External Audits:

  • Accountable to senior management for results of internal/external audits and Board operations reviews

  • Policy Development / Implementation and Work Groups:

  • Participates and leads strategically focused System work groups related to operations, application enhancements and testing

  • Evaluates and recommends changes in policies, procedures, and practices for the Discount Window, Payments System

  • Risk, and/or Reserves senior management and System committees

  • Provides direction to staff for their analysis and proposals relating to System projects and work groups

Administrative Responsibilities:

  • Responsible for completion of budget planning, budget monitoring, and updating the division scorecard

  • Responsible for completion of compliance-related functions (i.e. access reviews, records management)

  • Education and Experience:

  • Master’s degree or Bachelor’s degree with equivalent experience in Accounting, Business Administration, Finance, or related field

  • 7-10 years of direct work-related experience including management or people leadership

  • Ability to work with / lead a team

  • Broad knowledge of banking operations and financial markets as well as the procedures and services of related areas (e.g. Accounting and Supervision and Regulation)

  • Strong verbal and written communication skills

  • Strong presentation and data analysis skills

  • Advanced knowledge of business-related software applications (e.g. create and interpret queries)

  • Talent Leadership skills including the ability to provide feedback, coaching and staff development

  • Ability to understand and develop high-level strategy while understanding the tactical impact on core operations

  • Ability to be persuasive in group settings, clearly share ideas and affect outcomes of local and/or System projects and initiatives

  • Ability to adapt and assess operational changes and maintain openness to feedback for continuous improvement

The expected starting salary range for this position is between $189,500 and $224,200 annually in addition to annual performance-based discretionary bonuses. Final salary and offer will be determined based on the applicant’s relevant experience, skills, internal equity, and alignment with geographic and other market data.
