1. Your New Organization
The International Solar Alliance (ISA) is an intergovernmental organization of 125 Member Countries working to accelerate the deployment of solar energy to achieve universal energy access, energy security, and a sustainable, low-carbon future. Cofounded by India and France under the Paris Agreement, ISA serves as a platform for cooperation among solar-rich nations to mobilize investments, build capacity, and promote innovation in solar energy deployment across the Global South. Its mission is to unlock solar investments by 2030, while reducing technology and financing costs. Through initiatives across agriculture, health, transport, and power generation, ISA Member Countries are driving change by shaping policies, sharing best practices, setting standards, and mobilising investments.
Policy and Regulatory incumbent will support ISA Member Countries in developing enabling policy and regulatory frameworks to accelerate investments in solar energy, electric mobility, and battery energy storage systems (BESS). The position is anchored within the Programme & project Implementation Cluster (PPIC) and contributes to ISA’s mandate of facilitating large-scale deployment of solar energy technologies across its member countries.
2. Your Role and Scope of work
The role focuses on assisting governments in designing investment-friendly policies, regulatory structures, and market mechanisms that enable private sector participation and mobilize capital into solar energy infrastructure and emerging clean energy technologies. The incumbent will work closely with government ministries, regulators, development partners, financial institutions, and private sector stakeholders to strengthen the enabling environment for solar and clean energy deployment.
2.1 Policy Development and Advisory Support
- Support ISA Member Countries in designing and strengthening national policies, strategies, and regulatory frameworks related to solar energy, electric mobility, and energy storage and other energy transition programme.
- Provide advisory inputs on policy instruments that enable large-scale deployment of solar technologies and distributed energy systems.
- Assist governments in developing integrated energy transition strategies that combine solar energy with emerging technologies such as battery storage, electric mobility and green hydrogen.
- Support the preparation of policy briefs, technical notes, and advisory reports to inform government decision-making.
2.2 Regulatory Framework Development
- Assist member countries in reviewing and improving regulatory frameworks governing renewable energy markets.
- Provide guidance on regulatory mechanisms such as:
o Net metering and net billing frameworks
o Open access policies
o Distributed generation regulations
o Energy storage regulations
o EV charging infrastructure regulations
- Support the development of technical standards and regulatory guidelines for solar energy systems, battery storage technologies, and EV charging infrastructure.
2.3 Investment and Market Development
- Support governments in designing policies that attract private sector investment into solar energy infrastructure and clean energy technologies.
- Assist in structuring regulatory frameworks that enable competitive procurement, public-private partnerships, and blended finance models.
- Provide advisory inputs on tariff frameworks, risk mitigation mechanisms, and financial incentives that improve the bankability of renewable energy projects.
- Facilitate dialogue between governments, investors, and development finance institutions to identify barriers to investment and recommend policy reforms.
2.4 Country Engagement and Institutional Coordination
- Engage with energy ministries, regulatory authorities, various other ministries, and planning agencies in ISA member countries to support policy development processes.
- Facilitate cross-ministerial coordination required for integrated energy transition initiatives involving solar energy, mobility, and storage.
- Support ISA technical missions to member countries and contribute to policy consultations and stakeholder workshops.
2.5 Knowledge Development and Best Practice Sharing
- Conduct policy research and comparative analysis of global best practices in renewable energy, electric mobility, and battery storage regulation.
- Develop knowledge products such as policy toolkits, regulatory guidelines, and case studies to support member countries.
- Support dissemination of policy insights through ISA workshops, knowledge platforms, and publications.
2.6 Monitoring Policy Implementation
- Support tracking and evaluation of policy reforms undertaken by member countries.
- Assess the effectiveness of policy and regulatory interventions in mobilising private investment and accelerating solar deployment.
- Contribute to periodic programme reporting and policy progress updates within the PPIC cluster.
2.7 Expected Outcomes
The Programme Officer will contribute to the following programme outcomes:
- Strengthened policy and regulatory frameworks for solar energy, electric mobility, and battery storage across ISA member countries.
- Improved investment climate for private sector participation in renewable energy infrastructure.
- Increased deployment of distributed solar, electric mobility solutions, and energy storage technologies.
- Enhanced institutional capacity of governments and regulators to design and implement effective energy transition policies.
3. What You Will Need to Succeed
Education
- Advanced university degree (Master’s or equivalent or higher) in Energy Policy, Public Policy, Energy Economics, Renewable Energy, or a related discipline.
Professional Experience
- Minimum 8-10 years of relevant professional experience in energy policy, renewable energy regulation, or clean energy programme development.
- Demonstrated experience in policy advisory, regulatory design, or energy sector reform.
- Experience working with government institutions, multilateral organisations, or development agencies is desirable.

- Strong understanding of renewable energy policies, regulatory frameworks, and electricity market structures.
- Knowledge of solar energy technologies, electric mobility ecosystems, and battery energy storage systems.
- Familiarity with energy sector investment frameworks and financing mechanisms.

Languages

5. Reporting Line
The Incumbent will report to the Chief of Unit, Programme Planning, Implementation and Coordination (PPIC).
6. Your Place of Work
This position will be based at the ISA Headquarters, Delhi/Gurgaon, India, with international travel as required.
