Main Purpose of Job

The main purpose of the job is\r\nto screen every firearm related case for Federal, State, County and local law enforcement\r\nagencies to ensure that the investigation is complete, the defendant is\r\nproperly charged, the prosecutor is prepared to aggressively prosecute the\r\nmatter and the defendant is held accountable for his/her actions.\r\n

POSITION DUTIES

Answer calls, emails,\r\nand other correspondence concerning gun offenders and gun crimes.\r\nQuery, interpret and\r\napply a wide variety of databases to include:\r\nMETERS/NCIC:\r\n1. Master Query\r\n2. Motor Vehicle Administration Driver Query\r\n3. Triple I Inquiry Transaction (QH and QR)\r\nMaryland Criminal Justice Information System:\r\n1. Maryland CJIS - Identification/Index (PA2)\r\n2. Maryland RAP Sheet (RAPS)\r\n3. Maryland Automated Firearms Services System (FS00)\r\n4. Parole and Probation (OBI)\r\n5. Arrest and Disposition Records (MENU)\r\n6. Statement of Probable Cause (PFIM)\r\nLaw Enforcement Information Exchange (LInX)\r\nBureau of Alcohol, Tobacco, Firearms and\r\nExplosives (ATF) eTrace system\r\nRegional Automated Property Information\r\nDatabase (RAPID)\r\nMaryland Department of Juvenile Services\r\nASSIST database\r\nLicensing Portal:\r\n1. Maryland Department of Health check\r\n2. Regulated Firearm purchases\r\n3. Handgun Permit checks\r\n4. Orders (Protective Orders and Extreme Risk Protective Orders)\r\n \r\n \r\nJudicial Information Systems (JIS):\r\n1. Criminal (Circuit) Court of Baltimore\r\n(City)\r\n2. District Court Criminal System Inquiry\r\n3. District Court of Maryland Warrant System Menu\r\n4. District Court of Maryland Civil System Inquiry\r\n \r\nCreate, update,\r\nsearch, track and maintain unit database and other records, ledgers, and files.\r\n \r\nIdentify firearms such as handguns (pistols and revolvers),\r\nregulated firearms, shotguns, rifles, short barreled shotguns, short barreled\r\nrifles, machine guns, assault pistols, assault weapons, silencers, etc. as\r\nthose terms are defined in state and federal law.\r\n \r\nIdentify violations of\r\nstate and federal firearms laws, recommend appropriate criminal (firearm)\r\ncharges, ensure, and guide any needed follow up, make necessary notifications\r\nto different municipal, county, state and federal law enforcement officials and\r\nother interested/involved parties such as but not limited to Prosecutors and\r\nCommunity Supervision formerly Parole and Probation.\r\n \r\nQuality Control 10% of\r\nMaryland Gun Center cases.\r\n \r\nTrace firearms through\r\nthe Maryland Automated Firearms Services System and/or the ATF eTrace system\r\nand track crime guns to ensure proper disposition.\r\n \r\nProvide immediate guidance on all cases\r\ninvolving the unlawful possession of a firearm/ammunition, unlawful transfer of\r\na firearm, straw purchase, the use of a firearm in the commission of a crime of\r\nviolence or a felony, unlawful wear, carry and transport of handgun, drug\r\ncrimes involving firearms, domestic violence involving firearms, Extreme Risk\r\nProtective Orders involving firearms, Child access to firearms, etc.\r\n\r\nOther task and assignments as needed.\r\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited\r\nhigh school or possession of a high school equivalency certificate.\r\nExperience: Four years of\r\nadministrative staff or professional work.\r\n\r\nNotes:\r\n1. Candidates may substitute 30\r\ncollege credit hours from an accredited college or university for each year up\r\nto four years of the required experience.\r\n\r\n2. Candidates may substitute the possession of a Bachelor's degree from an\r\naccredited college or university for the required experience.\r\n\r\n3. Candidates may substitute the possession of a Master's degree from an\r\naccredited college or university for the required experience.\r\n\r\n\r\n\r\n4. Candidates may substitute U.S. Armed Forces military service experience as a\r\ncommissioned officer involving staff work related to the administration of\r\nrules, regulations, policy, procedures and processes, or overseeing or\r\ncoordinating unit operations or functioning as a staff assistant to a\r\nhigher-ranking commissioned officer on a year-for- year basis for the required\r\nexperience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following\r\npreferred qualifications. It is important that you include clear and specific\r\ninformation on your application regarding your qualifications.\r\n \r\nPreferred Qualifications:\r\n1. Knowledge and experience in State of Maryland and Federal Firearms\r\nRegulations and Laws.\r\n\r\n\r\n2. Experience utilizing Criminal History Databases and Law Enforcement\r\nSensitive Resources nationwide.\r\n\r\n\r\n3. Prior law enforcement\r\nexperience at the Federal, State, County or local levels of government.\r\n\r\n\r\n\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this\r\nclassification may be assigned duties which require the operation of a motor\r\nvehicle. Employees assigned such duties will be required to possess a motor\r\nvehicle operator's license valid in the State of Maryland.\r\n

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety\r\nArticle, Candidates for position in this classification will be subject to an\r\ninitial drug screening and a complete criminal background investigation to\r\ninclude a polygraph examination before permanent appointment can be made. A\r\ncriminal conviction may be grounds for rejection of the candidate.\r\n

SELECTION PROCESS

The selection process for this recruitment will involve a rating\r\nof the training and experience provided on the application. Applicants who meet\r\nthe minimum qualifications will be placed on an eligible list in the BEST\r\nQUALIFIED, BETTER QUALIFIED, and QUALIFIED categories. The list will be used by\r\nthe hiring manager to select the individual to fill this vacancy. The list will\r\nbe valid for one year.\r\n

EXAMINATION PROCESS

The examination will consist of a rating of your education,\r\ntraining and experience related to the requirements of the position. You may be\r\nrequired to complete a qualifications supplement, or the rating may be based on\r\nyour application. Report all experience and education that is related to this\r\nposition. Applicants may be given a physical examination and will be subject to\r\nan interview, background investigation, polygraph examination and substance abuse\r\ntesting.\r\n
