Main Purpose of Job

The Maryland Department of General Services (DGS) is seeking\r\nto hire a talented and experienced Chief of Staff. This position\r\nwill primarily provide high-level support to the DGS Secretary by conducting\r\nresearch, providing information, and coordinating across all divisions within\r\nthe agency to advance special projects and strategic priorities. This position\r\nwill also travel with the DGS Secretary to various other Maryland locations to\r\nattend meetings with stakeholders and complete comprehensive projects.\r\n

POSITION DUTIES

Duties include but are not limited to:\r\n\r\n\r\n\r\n●\tServe as a principal advisor to the Secretary by coordinating cross-functional initiatives, developing implementation strategies, and providing recommendations on agency priorities and organizational objectives.\r\n●\tManage and coordinate special projects identified by the Office of the Secretary and executive staff. Manage multiple projects simultaneously and track and meet deadlines. \r\n●\tReview and edit Department correspondence and documents on behalf of the Secretary. \r\n●\tAnalyze policy issues and draft comprehensive memos for an executive audience, to include the DGS Secretary and the Office of the Governor. \r\n●\tMeet with executives and DGS staff to coordinate and create project plans and provide regular updates to the DGS Secretary. \r\n●\tRepresent the Secretary at internal and external meetings, workgroups, and interagency discussions, ensuring appropriate follow-up and execution of assigned action items. \r\n●\tCoordinate with staff to follow up and resolve constituent issues raised to the Secretary. \r\n●\tProvide executive staffing and advance support for the Secretary at meetings, events, public engagements, and official functions, coordinating logistics and briefing materials in partnership with the Office of External Affairs. \r\n●\tLiaise with various entities, including the Maryland General Assembly, the Governor’s Office, elected officials, and local governments, on priority issues and projects. \r\n●\tFoster collaboration across the Department to ensure alignment with the Secretary's strategic priorities, improve organizational effectiveness, and facilitate timely decision-making. \r\n●\tDevelop and implement systems to track executive priorities, monitor performance, and ensure accountability for agency commitments and strategic initiatives. \r\n●\tPerform other duties and special assignments as directed by the Secretary.\r\n\r\n\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n●\r\nPossession of an\r\nadvanced degree in Business Administration/Management, Public Administration,\r\nPolitical Science, or related field.\r\nJuris Doctorate (JD) is strongly preferred.\r\n●\r\nDemonstrated\r\nexperience leading complex, cross-functional initiatives and managing\r\nhigh-priority projects with competing deadlines in a fast-paced,\r\nhigh-visibility environment. \r\n●\r\nSignificant experience\r\nserving in a Chief of Staff, executive leadership, senior advisor, or\r\ncomparable role supporting a Cabinet Secretary, elected official, senior\r\nexecutive, or other high-level government official. \r\n●\r\nExperience\r\nresearching, analyzing, and developing policy recommendations, executive\r\nbriefings, correspondence, and strategic communications for executive\r\nleadership. \r\n●\r\nExceptional\r\nanalytical, organizational, and strategic planning skills, with the ability to\r\nanticipate issues, identify solutions, and drive successful outcomes. \r\n●\r\nOutstanding written\r\nand verbal communication skills, including the ability to prepare\r\nexecutive-level correspondence, reports, speeches, and presentations. \r\n●\r\nExceptional\r\ninterpersonal, leadership, and customer service skills, with the ability to\r\ninfluence, negotiate, and work effectively across diverse organizations. \r\n●\r\nDemonstrated ability\r\nto build and maintain collaborative relationships with executive leadership,\r\nelected officials, agency partners, stakeholders, and the public. \r\n●\r\nKnowledge of Maryland\r\nState government operations, the legislative process, executive branch\r\nfunctions, and intergovernmental relations is strongly preferred. \r\n●\r\nDemonstrated ability\r\nto prioritize multiple competing responsibilities while maintaining accuracy,\r\nattention to detail, and responsiveness under tight deadlines. \r\n●\r\nProven ability to\r\nexercise sound judgment, maintain confidentiality, and handle highly sensitive\r\ninformation with discretion and professionalism.\r\n
