DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. Main Purpose of Job
This position with DGS’s Office of External Affairs will serve as a Staff Auditor and is responsible for conducting audits of various programs across DGS divisions to ensure compliance with applicable laws, regulations, and guidelines. The position reports directly to the DGS’s Chief Compliance Officer.\r\n
POSITION DUTIES
Duties\r\ninclude, but are not limited to:\r\n\r\n\r\n\r\n1. Assists the Chief Compliance Officer in\r\ndeveloping the agency-wide internal monitoring program and audit criteria.\r\n2. Conducts audits of accounting records, financial reports, agency policies,\r\nprocedures, manuals, and program documentation in accordance with Audit Office\r\nstandards to evaluate compliance with State laws, regulations, and internal\r\npolicies.\r\n3. Reviews DGS operations to assess whether divisions are effectively\r\nadministering and safeguarding State funds and adhering to established\r\nprocedures. \r\n4. Prepares audit reports summarizing findings and provides recommendations\r\nto DGS management for improving internal controls, operational efficiency, and\r\ncompliance practices. \r\n5. Evaluate compliance with State laws, regulations, and\r\ninternal policies. \r\n6. Performs preliminary audit analyses and prepares audit working papers to\r\nsupport field audits and document audit findings. \r\n7. Assists with researching\r\nstatutes, regulations, policies, and other authoritative guidance to identify\r\naudit criteria applicable to assigned programs and operations.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree in accounting from an accredited college or university or a Bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.\r\nExperience: Three years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.\r\nNotes: \r\n1. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.\r\n2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master’s degree in accounting from an accredited college or university for one year of the required experience.\r\n3. Candidates may substitute one year of professional accounting experience for one year of the required experience. \r\n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience. \r\n
DESIRED OR PREFERRED QUALIFICATIONS
Strong\r\npreference will be given to applicants who possess the following preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding all qualifications.\r\n\r\n1. Experience\r\nconducting internal audits, compliance audits, operational audits, or\r\nperformance audits within a government agency or highly regulated environment.\r\n2. Experience\r\nevaluating compliance with State and federal laws, regulations, grant\r\nrequirements, and agency policies.\r\n3. Experience identifying control weaknesses and recommending corrective actions to strengthen internal controls and mitigate risk.\r\n4. Experience\r\ndeveloping audit programs, performing risk assessments, and documenting audit\r\nwork papers, with the ability to manage multiple audit assignments and meet\r\nestablished deadlines.\r\n\r\n\r\n
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n
SPECIAL REQUIREMENTS
\r\n\r\n1. Employees\r\nin this classification may be required to travel throughout the State to\r\nconduct audits, reviews, and related compliance activities.\r\n2. Employees\r\nmay be required to possess and maintain a valid Maryland driver's license or\r\nhave reliable transportation to travel to audit locations.\r\n\r\n\r\n\r\n

The\r\neligibility list will be valid for one year and may be extended. The list\r\nwill be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.\r\n \r\nPlease\r\nnote, selected candidates may be required to complete and successfully pass a\r\nState and Federal fingerprint background check prior to being hired.\r\n \r\n\r\nYou\r\nmust be legally authorized under the United States Immigration Reform and\r\nControl Act to be hired in the position for which you apply.\r\n
