Summary Statement
This position provides strategic direction and oversight for the statewide Mobile Health Units community outreach program, including staffing and maintenance of mobile health units. Services include Primary Care, Lead Screenings, Community Outreach Engagements, Family Planning, Sexually Transmitted Infections, Immunizations, Child Health, Adult Health, Cancer Screenings, Diabetes, Asthma education, and social work addressing health equity and social determinants of health. Responsibilities include supervising program managers on daily operations of multi‑service mobile clinics, developing and managing federal grant‑funded budgets with expanded compliance, funding, and reporting duties, leading emergency preparedness activities, providing support during staff vacancies and absences, initiating and collaborating on community, county, and statewide initiatives including DOE and DSAMH events, and leading special projects to advance division priorities.

Functions
- Plans, coordinates, supervises and evaluates specific health programs and staff operations.
- Prepares grant applications and supervises allocations and expenditures of operating budgets. Negotiates and prepares consultant contracts and agreements.
- Develops program policies, standards and procedures in addition to long and short range program plans.
- Recruits, trains, supervises and evaluates staff.
- Prepares statistical, narrative, analytical and financial reports.
- Coordinates programs with other public health divisions and serves on various advisory groups, providing technical support to public and private groups.
- Develops and conducts special investigations and studies.
Job Requirements
- Possession of a Bachelors degree or higher.
- Six months experience in public health administration such as ensuring that public health policies, procedures and operational plans are implemented to provide overall direction of all activities involving public health programs, services, budgets, state and federal funding, resources, staff and fiscal requirements to meet goals and objectives and to ensure compliance with applicable public health laws and regulations.
- Three years experience in public health planning such as analyzing and evaluating public health programs, projects, and policies, interpreting research studies and health trends which includes qualitative and quantitative analysis of health data to develop strategies and policies and advise department and state officials on public health concerns.
- Six months experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.
- Six months experience in contract management and control such as ensuring compliance with terms of contracts; negotiating changes to existing contracts.
- Six months experience in developing policies and procedures.
- Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
- Knowledge of grant management and control which includes monitoring and evaluating grant expenditures.
