Job description

Founded in 1977 as the Senior Care Action Network, SCAN began with a simple but radical idea: that older adults deserve to stay healthy and independent. That belief was championed by a group of community activists we still honor today as the “12 Angry Seniors.” Their mission continues to guide everything we do.

Today, SCAN is a nonprofit health organization serving more than 500,000 people across Arizona, California, Nevada, New Mexico, Texas, and Washington, with over $8 billion in annual revenue. With nearly five decades of experience, we have built a distinctive, values-driven platform dedicated to improving care for older adults.

Our work spans Medicare Advantage, fully integrated care models, primary care, care for the most medically and socially complex populations, and next-generation care delivery models. Across all of this, we are united by a shared commitment: combining compassion with discipline, innovation with stewardship, and growth with integrity.

At SCAN, we believe scale should strengthen—not dilute—our mission. We are building the future of care for older adults, grounded in purpose, accountability, and respect for the people and communities we serve.

The Job

We are building a citizen-led development model to accelerate how automation and AI solutions are delivered across the enterprise.

We’re looking for a Staff Software Engineer to own the platform, governance, and engineering foundations that make this model successful at scale. This role focuses on enabling business and engineering teams to build automation safely and efficiently—while ensuring strong controls around security, compliance, and lifecycle management.

You will work across modern tools including Microsoft Power Platform, Copilot Studio (AI agents), and Azure AI services to design a scalable, enterprise-grade automation ecosystem.

You Will:

Enable Citizen Development at Scale

  • Design and operationalize a citizen development model for automation and AI use cases
  • Create guardrails that enable business users to build safely without slowing innovation
  • Partner with business and engineering teams to drive adoption and ensure solution quality

Own Platform Governance, ALM & Administration

  • Define and enforce environment strategy, DLP policies, and governance standards
  • Establish Application Lifecycle Management (ALM) practices (dev/test/prod, CI/CD, versioning)
  • Implement approval workflows, auditability, and compliance controls
  • Manage Power Platform environments, including Dataverse capacity and licensing allocations
  • Serve as the platform administrator, ensuring optimal configuration, usage monitoring, and performance
  • Own platform health, capacity, and cost efficiency across the ecosystem

Build the Automation & AI Platform

  • Architect scalable automation patterns using:
    • Power Platform (Power Apps, Power Automate, Dataverse)
    • Copilot Studio / AI agents
    • Azure AI / Foundry services
  • Create reusable templates, connectors, and “golden paths” for enterprise use cases

Integrate Across the Enterprise

  • Design secure integrations with enterprise systems, APIs, and data platforms
  • Enable both business-led and engineering-led automation use cases
  • Establish standards for system-to-system communication and data flow

Ensure Security, Compliance & Trust

  • Implement controls aligned with enterprise security and regulatory expectations
  • Ensure proper handling of sensitive data across workflows
  • Partner with security and governance teams to define AI and automation guardrails

Drive Adoption & Impact

  • Establish and evolve a Center of Excellence (CoE) for automation and citizen development
  • Track platform usage, adoption, and business impact (e.g., time saved, process efficiency)
  • Continuously improving the platform based on feedback and usage patterns

Lead & Influence

  • Act as the technical authority for automation and low-code platforms
  • Mentor engineers and guide business teams on best practices
  • Influence enterprise architecture decisions related to automation and AI
  • We seek Rebels who are curious about AI and its power to transform how we operate and serve our members.
  • Actively support the achievement of SCAN’s Vision and Goals.
  • Other duties as assigned.

Your Qualifications:

Required

  • 8+ years of software engineering experience
  • Hands-on experience with Microsoft Power Platform (Power Apps, Power Automate, Dataverse)
  • Experience managing Power Platform environments, Dataverse capacity, and licensing
  • Strong experience with governance and ALM for low-code/no-code platforms
  • Solid foundation in APIs, integrations, and cloud platforms (Azure preferred)

Preferred

  • Experience with Copilot Studio, AI agents, or Azure AI services
  • Familiarity with enterprise security, compliance, and DLP frameworks
  • Experience enabling citizen development or self-service engineering models
  • Background in regulated industries (e.g., healthcare, finance)
What Success Looks Like
  • Business teams independently build and deploy automation solutions within defined guardrails
  • Scalable governance and ALM model adopted across environments
  • AI-powered workflows are deployed with strong auditability and control
  • Platform scales efficiently with clear visibility into usage, cost, and impact
  • Measurable improvements in speed, efficiency, and operational cost

What's in it for you?

  • Base salary range: $106,200 to $182,983

  • An annual employee bonus program

  • Robust Wellness Program

  • Generous paid-time-off (PTO)

  • 11 paid holidays per year, 1 floating holiday, birthday off, and 2 volunteer days

  • Excellent 401(k) Retirement Saving Plan with employer match

  • Robust employee recognition program

  • Tuition reimbursement

  • An opportunity to become part of a team that makes a difference to our members and our community every day!

We're always looking for talented people to join our team!  Qualified applicants are encouraged to apply now!
