Job Description
A front-end proposal integration lead/specialist embeds GCC's scope and resource into early proposal development for major projects. You will ensure that GCC identifies and structures deliverable project components from the project launch. Working hand-in-hand with the sub-regional proposal owner, you will coordinate with both regional proposal (front-end) teams and GCC (back-end) teams. This coordination aims to carve out a clear, executable scope for the GCC within each opportunity, and to secure accurate, validated GCC cost and effort estimates.
You will report to the Manager - Global Delivery Process Transformation Director.
Your Responsibilities:
GCC scope identification and structuring: For each qualified opportunity, we analyze and identify which scopes or deliverables are suitable for GCC execution. Typically, these include non-customer-facing engineering work above established thresholds of project size/hours or equivalent criteria.
Coordination & Communication: Involves being the primary bridge. This bridge connects the subregional proposal owner and the regional pursuit team, which consists of App cons, Proo cons, Sales.
Estimation orchestration and validation: For GCC portion of scope, coordinate the preparation of detailed cost and effort estimates by the GCC proposal team, providing them with necessary scope details and context. Review and validate the completeness and realism of the GCC team's estimate and assumptions, ensuring they align with the customer expectations and overall solution design. Resolve discrepancies, such as duplicate or omitted tasks, between Regional and GCC estimation.
Scope viability and agreement: Collaborate with GCC Execution manager (or relevant GCC technical leads) to ensure that the GCC scope is deliverable and supported by the necessary capabilities and capacities within GCC. Jointly validate the feasibility of the schedule, resource availability, and any unique delivery requirements for the GCC scope with GCC execution managers.
Governance & Process improvement: Champion common process that standardize how GCC is engaged in proposals (under Nexus model). Ensure the region and GCC teams use estimate tools, such as GPET. Ensure they also use templates, like Trusted Content.
Partner Management and Guidance: Serve as a trusted advisor to Sub-Regional Proposal Owners and Commercial teams on how best to use GCC capabilities in bids. Communicate the value proposition of GCC involvement (cost advantage, scalability.) and help ensure partner agreement. Provide guidance/training on GCC scope criteria, engagement processes, and best practices in GCC integration to avoid confusion about roles and expectations.
The Essentials - You Will Have:
10 years and above experience in Proposal Engineering Services Estimation, Project Engineering, or Technical Proposal roles.
Bachelor’s degree in engineering (Chemical/Process, Electrical/Electronics/Instrumentation, or related discipline).
Experience delivering global proposal/estimating support within multinational, shared-services, or global capability center (GCC) environments preferred.
Strong understanding of engineering services estimation, project scoping, Basis of Estimate (BOE), assumptions/exclusions, and delivery handover practices.
Demonstrated ability to influence stakeholders and lead changes in complex, matrix organizations
The Preferred - You Might Also Have:
Strong understanding of engineering estimation methodologies, including manhour modelling, cost build-up, scope assumptions, qualifications/exclusions, productivity factors, and estimate validation.
Familiarity with process and industrial automation, controls, and process systems — including DCS, safety/instrumented systems (SIS), PLC, HMI, drives, networks — and engineering design services and multidisciplinary interfaces.
Proficiency in MS Office and engineering estimation tools; ability to work with structured estimate templates, historical cost/manhour data, and reporting tools such as Excel, Power BI, or equivalent dashboards is preferred.
