Senior Business Analyst / Data Quality Assurance Engineer — Federal Healthcare

Employment Type: Full-time

Turn Complex Healthcare Data into Trusted, Mission-Ready Solutions

Join Rackner to improve the quality, reliability, and usability of data supporting mission-critical federal healthcare systems.

This is a QA-focused role with requirements support. You will partner with analysts, engineers, product owners, and subject-matter experts to validate healthcare data, applications, reports, APIs, and integrations across the delivery lifecycle.

You will do more than execute predefined test cases. You will help shape test strategy, build and maintain automated tests, investigate data issues with SQL, and connect requirements to measurable validation outcomes.

Business need → testable requirement → validated data → trusted release

In this role, you will:

  • Own testing activities from planning through defect resolution and release validation.
  • Build technical depth across SQL, databases, ETL processes, APIs, and cloud applications.
  • Strengthen automated testing, data profiling, traceability, and quality practices.
  • Support healthcare systems where accurate, secure, and dependable data matters.

What You’ll Do

  • Review business and technical requirements and translate them into clear test conditions, acceptance criteria, and validation strategies.
  • Support requirements development through stakeholder discussions, user stories, process analysis, and backlog refinement.
  • Build, execute, and maintain automated and manual tests using established tools and frameworks.
  • Develop test plans and test cases for healthcare data, applications, reports, APIs, and user interfaces.
  • Validate data-ingestion and ETL processes by comparing source data, transformation rules, and target outputs.
  • Write SQL queries and joins to investigate data quality, confirm business rules, and identify missing, duplicate, inconsistent, or unexpected records.
  • Perform functional, system, integration, regression, component, and performance testing.
  • Maintain traceability between requirements, test coverage, defects, and delivery outcomes.
  • Support user-acceptance testing, defect triage, root-cause analysis, and resolution.
  • Partner with developers, analysts, product owners, and subject-matter experts to resolve complex application and data issues.
  • Document test results, risks, defects, and recommendations for technical and non-technical stakeholders.
  • Help improve testing tools, methodologies, and automation strategies.

What You’ll Bring

  • Bachelor’s degree in computer science, information technology, data science, engineering, or a related discipline—or equivalent relevant experience.
  • Five or more years supporting software testing, data-quality assurance, business analysis, or requirements validation in complex systems environments.
  • Hands-on ability to build, execute, and maintain automated and manual tests.
  • Background developing test plans, test cases, test scripts, user stories, and acceptance criteria.
  • Proficiency with SQL data-validation queries, joins, and relational databases.
  • Knowledge of ETL, data-integration, and source-to-target validation.
  • Familiarity testing applications, reports, APIs, user interfaces, and data services.
  • Understanding of Agile delivery, backlog refinement, sprint planning, and iterative development.
  • Strong analytical, written communication, and problem-solving skills.

Preferred Experience

  • Federal healthcare, military healthcare, Department of Veterans Affairs, or other government health-program background.
  • Knowledge of protected health information and HIPAA-aligned data practices.
  • Azure DevOps or a similar requirements and test-management platform.
  • Exposure to cloud-hosted applications, databases, and data services.
  • Healthcare data, reports, APIs, or interoperability workflows.
  • Use of AI-assisted tools for requirements analysis, data profiling, test development, SQL validation, or defect investigation.

Why Rackner

At Rackner, you will have the opportunity to build technology that supports critical healthcare and public-sector missions.

You will work on more than isolated requirements or testing tasks. This role combines hands-on data validation, automated testing, quality ownership, and close collaboration across software, data, cloud, and mission-focused teams.

We are looking for a senior BA/QA professional who can build on that momentum by improving data quality, strengthening delivery confidence, and helping teams produce dependable solutions with meaningful mission impact.

  • Company-supported certifications aligned with current and future program work
  • 401(k) with 100% company match up to 6%
  • Medical, dental, vision, life, and disability coverage
