Job Description:

Electrical Resident Engineer – Wastewater

Location: Fountain Valley, California

Parsons is seeking an experienced Electrical Resident Engineer to support essential wastewater infrastructure projects across Southern California, with assignments primarily in Fountain Valley, Huntington Beach, and throughout Orange County.

What You’ll Do

• Serve as the Owner’s representative during construction of wastewater treatment facilities, pumping stations, gravity pipelines, and force main systems.
• Act as a key liaison among the Owner, Contractor, design engineer, inspection staff, and other project stakeholders.
• Lead field inspection staff and provide quality assurance oversight of the Contractor’s work.
• Review plans, specifications, and other contract documents and apply requirements in the field.
• Monitor construction activities for compliance with contract documents, approved procedures, applicable codes, and safety requirements.
• Verify that installed materials and equipment meet project specifications.
• Coordinate equipment isolations, tie-ins, and process integrations.
• Attend project meetings, facilitate communication among stakeholders, and prepare meeting documentation.
• Review shop drawings, submittals, progress schedules, schedules of values, and other contractor documentation for general conformance with contract requirements.
• Observe work in progress to assess quality, progress, and compliance with the Contract Documents.
• Identify and document nonconforming work and recommend corrective action.
• Review applications for progress payments and provide recommendations to the Owner.
• Support interpretation of design intent and communicate clarifications of the Contract Documents.
• Evaluate proposed changes, analyze change orders, and assess cost and schedule impacts.
• Support startup, commissioning, training, and project closeout activities.
• Prepare technical, administrative, and budget-related correspondence, reports, and records.
• Perform constructability reviews and maintain accurate project documentation, including milestones, deliverables, and warranty information.

Required Qualifications

• Bachelor’s degree in Engineering, Construction Management, or a related field.
• Minimum of 10 years of field engineering and inspection experience, including experience leading inspection teams and supporting public works projects.
• At least 5 years of experience in the construction of wastewater treatment, pumping, and conveyance facilities.
• Experience overseeing the installation, testing, and commissioning of electrical and instrumentation & control (I&C) systems in accordance with design specifications, contract documents, budgets, schedules, applicable codes, and safety requirements.
• Experience serving as an Owner’s representative, Resident Engineer, Construction Manager, or in a similar field leadership role.
• Demonstrated ability to oversee complex wastewater treatment and conveyance projects, including issue resolution and risk management.
• Ability to read and interpret contract documents, construction drawings, specifications, and contractor CPM schedules.
• Experience reviewing and processing shop drawings, RFIs, submittals, progress payments, and change orders.
• Experience evaluating and negotiating change order cost and schedule impacts.
• Knowledge of construction estimating, startup and commissioning, and project closeout practices.
• Ability to identify issues proactively and develop practical, field-ready solutions.
• Experience maintaining construction records using electronic document control systems.
• OSHA advanced safety training certification.
• Ability to work in a field office setting at or near project sites, based on project needs.
• Basic knowledge of Primavera and Microsoft Project.
• Proficiency with Microsoft Word and Excel.
• Strong written and verbal communication skills.
• A collaborative, team-oriented approach.

Preferred Qualifications

• Professional Engineer registration in the State of California.
• Construction Manager certification through CMAA.
• Experience with large-scale construction management programs.
• Experience supporting wastewater treatment plant startup and operational transition activities.

Compensation and Benefits

• Salary Range: $142,300 to $181,100 per year. Final compensation will be based on experience, skills, and location.

Salary Range: $103,500.00 - $181,100.00
