Objective

To plan, organize, direct, and evaluate the operation of financial and accounting department and support the Finance Director in reporting accurate financial results.

Key Deliverables

  • Support the Finance Director in developing and implementing financial policies and procedures
  • Support the Finance Director in establishing performance standards
  • Improving the operational efficiency through effective implementation, maintenance and use of financial systems and software;
  • Ensuring OFIFC's compliance with accounting activities and internal audits with financial regulations.

Key Responsibilities

Financial Operations (40%)

  • Oversee the operation of financial team in day-to-day processes
  • With Finance Director, develops budgets, financial projections, and/or operating forecasts;
  • Ensure adherence to financial policies, contracts, agreements and organizational procedures
  • Prepare financial statements, summaries, analysis, for distribution to various levels of management
  • Report to Director Finance concerning any trends that are critical to the organization's financial performance.
  • Supervise the development and implementation of financial simulation models
  • Prepares presentations in support of monthly leadership meetings, board meetings, and strategic committees;
  • Reviews and manages internal financial systems, controls, processes, and procedures to ensure the integrity, accuracy, compliance, and usefulness of financial information and reporting;
  • Provide analysis and recommendations to support decision-making processes.
  • Develop and maintain financial models to support financial planning and decision-making.
  • Analyze large volumes of data to identify trends, performance, opportunities, and risks.
  • Provide leadership and guidance to team members, ensuring high-quality output.

Team Management (20%)

  • Assist in training new hires for Financial Analyst and Senior Financial Analyst positions
  • Builds capacity and capability within the work group by training, mentoring and coaching direct reports
  • Delegating work effectively and holding the staff and self-accountable for outcomes.

Core Operations (15%)

  • Accountable for ERP general ledger
  • Maintain core expense schedules.
  • Establish tools, and processes to effectively analyse true cost of Operations and/or Programs.
  • Collaborate and Support Program Budget Authority on an ongoing basis with funder financial negotiations,
  • attend monthly program budget meetings. Provide historical data and cost projections, recommend future budget amendments

General (15%)

  • Ensure that finance processes are continuously improved in terms of efficiency, transparency, and overall effectiveness.
  • Research, analyze and recommended new finance tools i.e. contract management, finance and analytical software.
  • Assist in establishing and recommending updates to financial policies, procedures, and processes.
  • Provides ongoing support in the development of the Integrated Database (IDB) and integration of new Finance systems.
  • Surveys organizational operations to ascertain accounting needs and develops and recommends solutions to business and financial challenges.
  • Develops and maintains Process Manual and appropriate tools, forms, and mechanisms for accounting and bookkeeping activities.
  • Provides direct support in financial review and/or inquiries by Government funders and OFIFC staff.
  • Provides input to OFIFC delivered trainings and workshops with respect to financial activities such as bookkeeping, budgeting, financial reporting, and audit.

Audit (10%)

  • Oversee Audit tasks including compiling supporting documentation, reconciling balance sheet, revenue and expense schedules
  • Ensure all financial accounts, records and reports are audit-ready at fiscal year end
  • Prepare and participate in specific program audits,
  • Ensure compliance to internal controls and accounting standards

Education/Work Experience

  • Completed bachelor's degree in business administration, commerce or a related field is required.
  • Recognized accounting designation (CPA, CA, CPA, CMA or CPA, CGA) is an asset.
  • Minimum 5 years of experience in finance including 3 years in team management level
  • Minimum 5 years experience with corporate governance in a not-for-profit, preferably within an indigenous organization

  • Experience developing and delivering financial reports using key performance measures to drive outcome focused decisions
