Job Description

CCBHC Administrative Programs Manager II

About the Position: The Certified Community Behavioral Health Clinic (CCBHC) Administrative Programs Manager II provides leadership, oversight, and technical direction for the implementation and administration of Oklahoma’s statewide CCBHC initiative. This position ensures the integrity, fidelity, and sustainability of the CCBHC model, which delivers comprehensive, integrated mental health and substance use disorder services to individuals across the lifespan. The manager is responsible for program planning, fidelity monitoring, compliance auditing, training and technical assistance, data analysis, and continuous quality improvement.

Serving as a subject matter expert, the manager collaborates with ODMHSAS leadership, CCBHC provider organizations, community partners, and federal/state stakeholders to promote evidence-based practices, strengthen systems of care, and ensure regulatory compliance.

Key Responsibilities

  • Coordinate the daily administrative and technical functions of the statewide CCBHC program.
  • Monitor program performance, outcomes, and budgets to ensure compliance with state/federal guidelines and grant deliverables.
  • Develop, implement, and manage survey tools, fidelity review instruments, and audit procedures.
  • Review and interpret fidelity and survey results, identifying trends, strengths, and areas for improvement.
  • Support agencies in developing corrective action plans and quality improvement strategies based on fidelity outcomes.
  • Design, deliver, and evaluate training programs for CCBHC providers, administrative staff, and community stakeholders.
  • Partner with data analysts and IT teams to ensure accurate reporting and compliance with state/federal requirements.

Minimum Qualifications and Experience:

  • Bachelor's degree and two years of professional experience,
  • or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
