Job Description
Are you ready to support the IT project management and application development operations? The Office of Energy Infrastructure Safety is seeking an IT Application Developer (Information Technology Specialist II) based in Sacramento to perform tasks, including:
- Functions related to application design
- Development and maintenance
- Project management
- Vendor management
- Department’s cloud-based Azure application environment
- Work in Software Engineering, Information Security Engineering, Information Technology Project Management, or System Engineering domains.

Desirable Qualifications:
- Bachelor’s degree from an accredited university in Computer Science, Information Systems, Engineering, or a closely related technical field.
- 3+ years of progressively responsible experience designing, developing, and maintaining enterprise applications using Microsoft technologies such as .NET (C#, ASP.NET Core, Web APIs), Microsoft Power Platform (Power Apps, Power Automate, Dataverse), and/or Microsoft Dynamics 365.
- 3+ years of experience developing and deploying applications in Microsoft Azure, including use of services such as Azure App Services, Azure Functions, Azure SQL Database, Storage Accounts, or other cloud-native components.
- Experience designing and implementing multi-tier application architectures, including user interface, business logic, data access layers, and API integrations.
- Experience with relational database design and development, including SQL development, stored procedures, indexing strategies, and data modeling concepts.
- Experience troubleshooting and resolving complex application and integration issues in a production environment.
- Experience preparing and maintaining technical documentation, including system design documents, data models, deployment procedures, and support documentation.
- Experience working in a collaborative development environment following established Software Development Life Cycle (SDLC) practices, including version control, code reviews, testing, and release management.
- Demonstrated ability to communicate technical concepts clearly to both technical and non-technical stakeholders.
- Able to simultaneously work on multiple assignments and switch assignments based on changing priorities and organizational needs.
- 5+ or more years of progressive application development experience within a Microsoft Azure cloud environment.
- Experience serving as a technical lead, solution architect, or subject matter expert on enterprise application projects.
- Experience providing technical oversight of vendor-delivered solutions, including reviewing architecture/design documents and validating deliverables.
- Experience integrating cloud-based applications with third-party APIs, enterprise systems, or hybrid on-premises environments.
- Experience working with Azure DevOps or similar tools for source control, CI/CD pipelines, backlog tracking, and release management.
- Experience supporting application monitoring, logging, and diagnostics using tools such as Azure Monitor or Application Insights.
- Experience working in a small or developing IT organization where flexibility, cross functional collaboration, and the ability to wear multiple technical hats are required.
- Microsoft certifications (e.g., Azure Developer Associate, Power Platform Developer Associate) or equivalent cloud development credentials.
Required Qualifications:
- One year of experience as an Information Technology Specialist II; OR
- Six years of information technology experience, two years of which shall include performance of highly specialized work in a lead or expert capacity on highly complex or specialized information technology systems or services in one or more of the major six domains or a closely related or emerging information technology field.
A master's or doctorate degree from an accredited college or university may substitute for four years of the required general information technology experience.
A bachelor's degree from an accredited college or university may substitute for three years of the required general information technology experience.
An associate's degree from an accredited college may substitute for one year of the required general information technology experience. Only one degree may be used for substitution.
When using education to meet minimum qualifications, education must include 15 semester units (or 22.5 quarter units) of information technology or closely related course work.
