Job Title: Senior Procurement Specialist (Public Sector – Trade Agreements & Compliance)
Location: Edmonton, AB
Duration: 11 Months
Project Overview:
We are seeking a Senior Procurement Specialist to support large-scale technology procurement initiatives within a public sector environment. The role focuses on delivering end-to-end procurement services, ensuring compliance with regulatory standards while enabling efficient and transparent sourcing processes.
Job Summary
The selected candidate will work closely with internal procurement teams and IT stakeholders to manage procurement activities, develop contracting strategies, and support project delivery. This role requires strong expertise in public sector procurement, contract management, and stakeholder engagement.
Key Responsibilities:
- Develop procurement and contracting documentation aligned with business objectives and regulatory requirements
- Lead and support procurement processes including RFPs, RFQs, RFIs, NRFPs, and other RFX activities
- Prepare recommendations outlining resource needs, dependencies, and procurement strategies
- Produce and present procurement deliverables to internal teams, governance committees, and stakeholders
- Manage procurement activities across multiple projects and coordinate with project managers
- Collaborate with business and IT leadership to define project scope, timelines, risks, and budgets
- Track and report procurement progress, milestones, and risks
- Support project scheduling, resource planning, and execution strategies
- Provide guidance to team members on procurement processes and priorities
- Lead vendor evaluations, negotiations, contract drafting, and debriefings
Required Qualifications:
- Bachelor’s degree in Business, Supply Chain, Commerce, Public Administration, Social Sciences, or related field
- Minimum 8 years of experience in:
- Drafting, reviewing, and managing vendor contracts in complex environments
- Providing procurement advisory services to stakeholders and senior leadership
- Public sector procurement within Canada (including trade agreements and procurement legislation)
- Minimum 7 years of experience applying trade agreements such as:
- NWPTA
- CETA
- CFTA
- CUSMA
- Minimum 5 years of experience leading procurement activities including:
- RFPs, RFQs, RFIs, NRFPs, and evaluations
- Vendor negotiations and contract finalization
- Professional certification such as:
- SCMA (Supply Chain Management Professional)
- Certified Public Procurement Officer (CPPO) or equivalent
Preferred Qualifications
- Experience supporting digital transformation, modernization, or cloud-based procurement projects
- Strong ability to evaluate cost models, pricing structures, and contract risks
- Experience procuring:
- Software and hardware
- Cloud services
- Cybersecurity tools
- Digital platforms and system integrations
Key Competencies:
- Strong knowledge of public sector procurement frameworks and compliance
- Excellent stakeholder management and communication skills
- Ability to manage multiple priorities and deliver under tight timelines
- High attention to detail and strong analytical skills
