Job Summary
This position is for a Foreign Military Sales Financial Management Analyst within the Comptroller Directorate (SEA 01) of Naval Sea Systems Command.
2023 Salary Range for NH-04: $132,368 - $183,500 -includes 32.49% Local Market Supplement (LMS)
Notice: This position has a control point, and the salary range for this position is capped at GS-15 step 5. However, if your current salary is above the capped salary, your salary will be matched.
Duties and Responsibilities
The candidate will:
- Lead and direct NAVSEA enterprise-wide Foreign Military Sales (FMS) accounting personnel in the analysis and correction of complex and/or aged financial discrepancies in order to attain annual established FMS case closure goals.
- Serve as the lead analyst for NAVSEA financial discrepancy team; represents Comptroller to regularly liaise with external stakeholders (DFAS, NAVSUP etc.) to ensure consistent adherence to Tri-Service closure initiatives.
- Interface with stakeholders across the FMS enterprise through the DSCA Summit, ICE-T, Enterprise Portfolio Review, Case Execution Modernization Initiative (CEMI) pilot/prototype to collaborate and engage in policy, guidance, and new process initiatives affecting reconciliation and closure in the Security Assistance community.
- Serve as technical expert for case reconciliation and closure. Lead efforts to identify, research and correct complex program office accounting closure inhibitors or anomalies such as Progress Payment issues that affect NAVSEA wide FMS accounts.
- Develop various policy and guidance initiatives with NAVSUP/WSS closure leads, NIPO Financial Policy leads, SEA 01C, and program office closure leads.
- Develop/author improved business processes and refine published policy directives for FMS accounting and case closure. Lead NAVSEA enterprise community through changes in processes and policies.
- Lead subject matter expert for emerging initiatives related to financial system/IT modernization involving the Maritime FMS community.
Qualifications Required
Area of Consideration: Employees assigned to UIC 00024 within SEA 01 (Current Federal Employees with a Career OR Career-Conditional appointment)
- Specialized Experience Requirement: (The specialized experience must be addressed in the body of a submitted resume to be deemed qualified for this position) One year experience equivalent to the NH-03 (GS-12/13 equivalent). The incumbent must demonstrate expert proficiency in DoD fiscal law related to FMS case closure, analysis of data in various FMS accounting systems, and providing leadership cross-organizationally to resolve challenging impediments to FMS case closure.
- Conditions of Employment: This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
