Program Analyst (Budget & Execution)

Summary

You will serve as a Program Analyst (Budget & Execution) in the Program Office of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Duties

You will prepare program funding obligation and phasing plans for assigned funding streams, ensuring funding execution is timely and accurate.You will coordinate with the comptroller's budget and accounting analyst to ensure program funding streams are adequately established to support the overall program goals, acquisition strategy and production quantities for assigned programs.You will develop and maintain processes, as assigned, to deliver NAVFAC Expeditionary products and services to include administrative areas.You will maintain overall cognizance of budgetary analysis of the various planning guidelines for the programs as issued in the DPPGM, CAPM and other related documents.You will assist in Program Objective Memorandum (POM) analysis and input.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing financial management and program analysis functions to include planning, executing, and monitoring program budgets with responsibility for financial tracking, variance analysis, and expenditure forecasting.2) Leading financial execution activities including the development and presentation of financial documentation such as budget narratives, spend plans, independent government cost estimates (IGCEs), funding justification materials, or financial status briefings used to inform management or senior leadership decision-making. 3) Demonstrate working knowledge of Department of Defense or comparable organizational planning and budgeting processes, such as the Programming, Planning, Budgeting, and Execution (PPBE) process, including experience supporting multi-year financial planning, fiscal year funding requests, or execution oversight. 4) Managing financial accounts or program budgets involving systems, software, or materiel across the acquisition lifecycle, such as procurement, sustainment, or disposition, with responsibility for tracking lifecycle costs, monitoring contract burn rates, and managing unliquidated obligations (ULOs). 5) Coordinating with financial and contracting stakeholders, assess and mitigate financial risks (such as cost overruns or funding shortfalls), and execute assigned financial management duties with minimal supervision in order to support the delivery of operationally relevant capabilities.
