Job Summary

NAV CANADA is leading the evolution of RPAS Traffic Management (RTM) services that will enable the safe, efficient and scalable integration of drones into Canadian airspace. Working at the intersection of aviation, technology, safety and regulation, the RTM team develops innovative products and services that support industry growth while helping shape the future of aviation in Canada.

As part of an internationally recognized team that has been acknowledged for innovation in RPAS Traffic Management, you will help shape the next generation of RTM capabilities, including major technology platforms, industry partnerships and operational services that will influence the future of aviation.

Leads the strategic direction, delivery and lifecycle management of NAV CANADA's RPAS Traffic Management (RTM) products and services, including major business transformation initiatives and externally delivered technology solutions that support the safe integration of drones into Canadian airspace.

The RTM Product Leader is responsible for managing the RTM product portfolio to deliver business solutions throughout the product lifecycle, from initial development and deployment through adoption, ongoing support and eventual retirement.

Product Management

  • Responsible for creating and maintaining Product Vision, Strategy and Roadmap for RTM.
  • Ensures products support operational safety objectives and comply with safety management systems (SMS) and regulatory requirements.
  • Develops and maintains the commercial and business strategy for RTM products and services, including value realization, service offerings, charging approaches, market adoption and long-term financial sustainability.
  • Establish a prioritized set of requirements that improve the overall effectiveness, efficiency and compliance of NAV CANADA’s RTM operations.
  • Collaborates with regulators, industry stakeholders and external partners to ensure products evolve in support of emerging operational, regulatory and market requirements.
  • Drives business decisions for all investments required to fulfill the Product Roadmap including but not limited to vendor selection for software and implementation. Works collaboratively with required teams and organizations across NAV CANADA to achieve this. 
  • Secures investment for Product Roadmap initiatives, following the NAV CANADA approved processes, manages operational and capital budgets and forecasts.
  • Reports and tracks Product metrics across safety, quality, and control dimensions.
  • Researches and interprets industry and technology trends that could impact the Product Vision and Roadmap.
  • Continually monitors and refines the Product Roadmap to meet business needs and take advantage of new capabilities and features provided by the vendors.
  • Leads organizational readiness, adoption and change management activities to ensure successful realization of business outcomes.
  • Provides regular updates to stakeholders on Product Vision, Strategy, Roadmap and execution against the plans. Effectively translates technical language into business language as needed to bridge the gap between business and technical professionals engaged in the full product value stream.
  • Leads strategic relationships with product vendors, implementation partners and service providers, ensuring delivery performance, value realization and long-term alignment with product objectives.

Product Delivery

  • Fulfills the Product Roadmap, in close collaboration with vendors and other Functional groups, with on time releases that provide solutions to the business with high quality and within budget.
  • Collaborates closely with the Project Delivery Group (PDG), leveraging the capabilities of Program and Project Managers to support the delivery on time and on budget.
  • Delivers products that align with the enterprise architecture and technology direction of NAV CANADA and are consistent with enterprise priorities.
  • Drives deployment and adoption of product releases with the impacted business teams.
  • Provides effective product support to ensure a high degree of end user satisfaction.
  • Follows an effective control framework on production systems and ensures new systems meet internal compliance requirements.
  • Contributes to and follows a consistent product delivery framework and associated controls.
  • Maintains effective and positive relationships with product vendors and service partners that are involved in product delivery.

People Leadership & Management

  • Provides leadership and direction to a multidisciplinary team of Product Managers, Business Analysts, Test Specialists, Product Delivery resources and other specialists responsible for the development, delivery and support of RTM products and services.
  • Builds and leads a high-performing team through coaching, mentorship, performance management and talent development.
  • Establishes team objectives, priorities and resource plans, delegating effectively and monitoring progress to achieve business outcomes.
  • Determines workforce requirements and leads recruitment, development and succession planning activities to ensure the team has the capabilities required to deliver the RTM roadmap.
  • Manages a delegated portion of the RTM Director's budget, including financial planning, forecasting, resource optimization and contract management.
  • Ensures the responsible stewardship of people, financial and corporate resources in support of NAV CANADA's objectives, priorities and approved budgets.

What you bring:

  • At least 10 years of relevant experience in product management, technology, business transformation or related disciplines.
  • Demonstrable knowledge of the product management or portfolio management discipline
  • Experience leading large-scale technology implementations involving external vendors, systems integration and business transformation initiatives.
  • Demonstrable experience engaging executives and influencing complex stakeholder environments.
  • A passion for innovation and curiosity for aviation, RPAS, advanced air mobility, emerging technologies such as AI, and collaborative digital ecosystems.
  • Undergraduate degree in a business administration and/or technology related discipline or equivalent work experience
  • Experience in aviation, transportation, public safety, critical infrastructure or other highly regulated operational environments would be considered an asset.
  • Experience developing business cases, service offerings, commercialization strategies or revenue models for technology-enabled products and services would be considered an asset.
  • 3-5 years of experience managing people in a business or IT environment
  • Experience managing managers would be desirable
  • Demonstrable knowledge of financial models and plans
  • Familiarity with the principles of product delivery
