WHO WE ARE LOOKING FOR

Child Welfare Services is committed to the safety, well-being, and permanency of children in Montgomery County. The agency works in collaboration with families and community partners to build, strengthen, and support stable family life. ChildWelfare Services is currently recruiting for an enthusiastic, caring, knowledgeable, and experienced individual to provide clinical supervision and oversight to 7 clinically licensed social workers and case workers who provideout-of-homeservices (foster care and kinship care) to children and youth throughout the developmental spectrum from 0-21 years old.

The Child Welfare Services Division of the Social Services Office is currently recruiting for an experienced and caring individual to provide clinical supervision and oversight for 7 licensed Social Workers/Child Welfare Caseworkers who provide Out-of-Home Services (Kinship and Foster Care) to children and youth throughout the developmental spectrum from ages 0-21. Allthe children served by this unit have been removed from their parents and are in an out-of-home placement because ofanabuseand/or neglect allegation.

Core Duties of the Supervisory Social Worker position will include, but will not be limited to:

  • Overseeing the day-to-day activity of social workers as it pertains to risk, safety, well-being, and permanency.
  • Collaborating with internal and external stakeholders across the region to identify and develop resources and appropriate services to achieve permanency for the children overseen by the unit, including providing oversight to Kinship cases.
  • Serving as a representative at various state and local meetings pertaining to issues of youth in foster care and appropriate service planning to support the achievement of permanency.
  • Advocating for services, training staff and the community regarding service needs and available resources, representing the department at court proceedings, as necessary; and reviewing and evaluating program trends, data, and outcomes, as well as service quality.
  • Administering the program’s hiring process, and providing staff development, evaluation, and training.
  • Monitoring unit compliance with Federal and State mandates, as it relates to the foster care out-of-home population.

Although the normal hours of operation for CWS are from 8:30 a.m. – 5 p.m., the Supervisor must be available to staff providing direct services to children/families who may be required/expected to work earlier or later (for example, home visits, an emergency removal, extended court hearings, etc.). Employees will need to potentially transport children and their belongings to and from locations within the State of Maryland. Candidates may need to carry children, car seats, and any additional applicable supplies.

The selected candidate will be required to successfully complete a pre-employment medical exam, drug screening, and background check to include a criminal history records check through the Maryland State Department of Public Safety and Correctional Services.? Candidates will also be checked through the Maryland Registry for Child Abuse and Neglect and federal and state sex offender registries.? Any applicant who fails the medical exam, drug screening, background check, or whose name appears on either of the registries may be disqualified from employment for this position.

Education: Possession of a master’s degree in social work (MSW) from an accredited college or university that meets the criteria of a graduate social work program accredited by the Council on Social Work Education.

Experience: Four (4) years of full-time experience performing advanced journey-level social work case management duties (see Note below) in a public sector, health, mental health, social services, housing, or community-based services-related program of which (1) year was in a supervisory or lead capacity supervising, training, or orienting lower-level social workers, students, interns, or other staff.

Note: Qualifying social work case management includes direct case work management, such as: assessment and evaluation; conducting investigations of abuse and neglect; preparing court reports; responsibility for a long term caseload, monitoring compliance through home calls and other personal contact; collaboration with other agencies and linking clients to resources and programs; development of a case plan and modification of case plans as needed/required; and authority to impose sanctions or implement actions that impact services. Education, experience or training must indicate the ability to perform successfully as a first level supervisor such as the ability to plan/assign/review work, deploy personnel, monitor work operations, obtain effective results and perform a full array of supervisory HR management and EEO functions.

License:

At application possession and maintenance at all times:

  • A license as a Licensed Certified Social Worker – Clinical – LCSW-C by the Maryland State Board of Social Work Examiners prior to appointment for a supervisory position that involves clinical supervision
  • Possession and maintenance at all times of a valid Class C (or equivalent) driver’s license from the applicant’s state of residence.

Preference for interviews will be given to qualified candidates with experience in the following. Applicable experience must be reflected on your resume.

  • Experience in, and knowledge of, State and Federal regulations governing Child Welfare Service Programs.
  • Experience and knowledge of resources and services for children in Out-of-Home services including foster care and kinship. Knowledge and expertise in the permanency planning hierarchy.
  • Experience providing clinical supervision and oversight to licensed social workers who provide services to children in foster care using family-cantered practice models focusing on permanence for children.
  • Experience in, and knowledge of, the family court process in Child In Need of Assistance (CINA) matters and experience working with culturally diverse populations.
  • Experience reviewing and evaluating program trends, data, outcomes, and service quality.
