Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Metrolinx is an agency of the Government of Ontario.

This role is an in‑office position (5 days per week) based at our 130 Adelaide Street location. Our team is highly collaborative, and much of our work benefits from in‑person co‑creation, relationship‑building, and hands‑on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.

As an Analyst of Project Cost Control, you will be reporting to a management team member of various CPG Program Development and Controls and will provide day-to-day project controls from a total project cost perspective support by gathering, reviewing and collating data for the project controls function/team including estimating, cost control, risk management and reporting. Working with other members of the Project Development and Controls Team and CPG collaboratively, you will be responsible for developing and validating data and its accuracy and be the first line of defense, ensuring completeness and accuracy.

What will I be doing?

This Position Will Support Cost Assurance And Governance Activities Across The CPG Program And Will Coordinate And Assist In The Following Areas

  • Contributes to the development of procedures, tools, and processes that support cost assurance, Stage Gate governance, and related project controls activities across the CPG program.
  • Coordinates deliverables and inputs across a matrixed organization with multiple work groups, consultants, and stakeholders.
  • Prepares and maintains reports, dashboards, trackers, presentations, and other materials to support governance forums, management reporting, and decision-making.
  • Supports documentation quality, data integrity, and timely reporting across active bundles.

Cost Assurance

  • Supports cost assurance activities related to estimates, target price development, reconciliations, variances, change impacts, contingencies, and commercial assumptions.
  • Reviews and validates financial, operating, and contractor cost information to support benchmarking, cost verification, forecasting, and decision-making.
  • Maintains dashboards, summaries, and analyses related to actual cost, forecast, change control, gain/pain share, and other key cost metrics.
  • Identifies cost risks, trends, variances, and value-for-money opportunities and supports escalation, corrective actions, and performance improvement.
  • Supports audits, deep-dive reviews, and process adherence to strengthen cost controls and stakeholder understanding of requirements.

Governance

  • Coordinates Stage Gate meetings, deliverables, and readiness activities across bundles, including schedules, agendas, pre-reads, materials, and follow-up actions.
  • Prepares governance papers, briefing materials, trackers, dashboards, and summary reports for leadership and governance forums.
  • Consolidates SME inputs, comments, and responses, and supports timely closure of actions, dependencies, and outstanding issues.
  • Supports document control, version control, records management, and audit traceability for governance submissions and associated materials.
  • Coordinates review inputs, comment resolution, action tracking, and follow-up activities to support timely progression of submissions through governance.
  • Supports submission management, version control, and tracking of amendments, resubmissions, and associated governance records.
  • Monitors readiness, dependencies, risks, issues, and outstanding actions across bundles, and supports escalation and reporting where required.

Estimating and Risk Support

  • Supports estimate reviews, validation activities, and coordination with estimating, scheduling, and risk management functions.
  • Assists with the compilation of Stage Gate materials and analysis related to estimate, risk, contingency, and cost assurance inputs.

Customer/Stakeholder

  • Maintains collaborative relationships with project controls teams, delivery teams, subject matter experts, consultants, and internal and external stakeholders.
  • Facilitates meetings, workshops, and follow-ups to support deliverable readiness, issue resolution, and cross-functional alignment.
  • Provides clear analysis, reporting, and high-level advice to support evidence-based decision-making.
  • Builds and maintains effective working relationships in a large, integrated, matrix environment.

Operational Excellence

  • Supports continuous improvement of processes, tools, templates, policies, and reporting related to cost assurance and governance.
  • Ensures quality standards, documentation discipline, reporting requirements, and process protocols are consistently met.
  • Researches trends, issues, market practices, and relevant requirements to support program and policy improvements.
  • Contributes to team KPIs and business objectives through timely, accurate, and well-structured analysis.

People Leadership

  • Supports team success by sharing knowledge and maintaining effective working relationships.
  • Guides and influences others in the performance of day-to-day activities without direct supervisory responsibility.

What Skills and Qualifications Do I Need?

  • Highly effective planning and organization skills
  • Completion of a bachelor’s degree in business, finance, engineering, project management, construction management, or a related discipline, or an equivalent combination of education and directly related experience.
  • Demonstrated experience in various fields (engineering, procurement, construction, finance, operation, maintenance, etc.) of project/business/technical setting.
  • Experience in a project controls or project management work environment, with Progressive and Alliances type of contracts is an asset
  • Experience or knowledge of Progressive Contracting Models is an asset
  • Infrastructure or transit-related experience is an asset
  • Strong attention to details and deadlines
  • Ability to apply problem-solving and critical thinking skills to manage & mitigate real-world work and issues
  • Strong writing skills
  • Excellent oral and interpersonal skills with demonstrated success working effectively and collaboratively in a large, integrated, matrix team environment
  • Open to cross functional training in the project controls function/team including estimating, scheduling, cost control, risk management, document control, change management, quality management and reporting
  • Continual Improvement or LEAN mindset. Questions status quo to establish efficient processes/procedures/work methods
