Meltech Corp., Inc. is seeking a dynamic, experienced, and results-driven Chief Estimator / Senior Estimator specializing in Federal Construction projects.
In this pivotal leadership role, you will lead the estimating process for complex government, military, and secure facility construction projects, ensuring accurate, competitive, and comprehensive bids. Your expertise will drive project success from initial opportunity evaluation through final proposal submission while collaborating closely with project managers, operations staff, subcontractors, design teams, and executive leadership.
This position offers an exciting opportunity to influence high-profile federal construction projects while helping shape Meltech's continued growth in both CONUS and OCONUS markets.
The ideal candidate will possess extensive experience estimating federal construction projects, including design-build and design-bid-build opportunities, and have a proven track record of developing winning proposals for agencies such as DoD, GSA, VA, USACE, NAVFAC, DHS, and other federal customers.
This position is strictly focused on construction estimating. Candidates must possess experience estimating building construction, renovation, modernization, facility improvement, and design-build construction projects. Experience limited to data centers, IT infrastructure, telecommunications, software implementation, networking, or technology integration projects will not be considered sufficient for this role.

Essential Duties & Responsibilities
- Lead the development of detailed cost estimates for federal construction projects, including scope analysis, quantity takeoffs, conceptual pricing, and bid strategy development.
- Prepare comprehensive estimates for design-build and design-bid-build construction projects ranging from small task orders to large-scale federal construction opportunities.
- Utilize Bluebeam, HeavyBid, Excel, Planswift, OST, RSMeans, and other industry-standard estimating tools to prepare accurate bid packages and proposals.
- Conduct detailed reviews of drawings, specifications, solicitation documents, geotechnical reports, and contractual requirements to identify risks, opportunities, and pricing considerations.
- Develop conceptual, budgetary, schematic, and hard-bid estimates.
- Coordinate with project managers, engineers, subcontractors, suppliers, and clients to gather pricing information and refine estimates.
- Solicit, evaluate, level, and negotiate subcontractor and supplier proposals.
- Develop subcontractor bid packages and scope sheets.
- Lead estimate review meetings and present recommendations to executive leadership.
- Manage bid schedules to ensure timely submission of competitive and compliant proposals.
- Support proposal strategy, capture planning, and bid/no-bid decision-making processes.
- Identify value engineering opportunities and cost-saving alternatives.
- Maintain estimating databases, historical cost information, and market pricing trends.
- Oversee cost control measures throughout the estimating process to maintain accuracy and profitability.
- Support pricing efforts for IDIQ, MATOC, MACC, SATOC, and task order opportunities.
- Participate in proposal interviews, oral presentations, and customer meetings when required.
- Provide mentorship and leadership to junior estimators while fostering a collaborative and high-performing estimating team.
Required Qualifications
Senior Estimator
- Minimum 7+ years of federal construction estimating experience.
Chief Estimator
- Minimum 10+ years of federal construction estimating experience with demonstrated leadership responsibility.

Preferred Qualifications
- Active Secret Clearance.
- Active TS/SCI Clearance.
- Experience estimating classified construction projects, secure government facilities, military installations, SCIF projects, or restricted-access environments.
- Bachelor's Degree in Construction Management, Engineering, Architecture, or related field (or equivalent experience).
- Certified Professional Estimator (CPE), DBIA, PMP, or related certifications.
- Experience with IDIQ, MATOC, MACC, SATOC, and task order pricing.
- Experience supporting both CONUS and OCONUS federal construction projects.
- Experience participating in proposal interviews and oral presentations.

Meltech Corporation is seeking an experienced Senior Project Manager / Project Executive to lead and oversee federal ground-up (build) and vertical construction projects from preconstruction through closeout.
This role requires a hands-on leader with real field experience, capable of managing sitework, foundations, structural systems, and full building construction, while maintaining strict compliance with federal requirements.

- Proven experience with sitework, utilities, excavation, foundations, and structural construction (steel/concrete)

- Strong field coordination and subcontractor management experience
- Ability to manage project schedules, budgets, and real-time jobsite issues
Responsibilities
- Manage multiple federal construction projects from start to finish

Qualifications
- 10+ years of construction project management experience
- Strong background in federal construction

- Experience with Sage 300, Procore, Primavera, or similar systems

Preferred Qualifications
- Bachelor’s degree in Construction Management, Engineering, or related field
- PMP certification
- USACE CQM certification (or equivalent)
