About the Position

Are you ready to lead and coordinate impactful capital improvement projects?

This role is responsible for monitoring and managing a multi-million-dollar Capital Improvement Program (CIP) and serves as the central point of coordination and communication for management on all project-related activities, budgets, schedules, and performance. You will be at the forefront of the CIP development, prioritization, implementation, planning, and major maintenance initiatives, helping drive projects from concept to completion.

You will collaborate with municipalities, state and federal agencies, along with internal stakeholders, to deliver projects and long-term infrastructure solutions that make a lasting impact on the community.

We Require

  • Four years of capital project financial management, project or program management
  • Bachelor’s degree in engineering, Business or Public Administration, or a related field
  • Job-related experience may substitute for required education on a year-for-year basis

Job Contributions

  • Manage the annual Capital Improvement Projects (CIP) budget and program performance by developing budgets, monitoring schedules and budget compliance, reviewing cash flow, identifying available funding, and notifying project managers and management of risks requiring corrective action.
  • Oversee project scheduling and delivery through monthly schedule reviews, identification of delays and schedule‑impacting activities, verification that project teams are resolving issues, and correction of schedule errors and omissions.
  • Ensure CIP financial accuracy and integrity by reviewing and validating budget updates with project managers and cash‑flow staff, confirming completeness and alignment with scope, and identifying opportunities to advance project activities within available fiscal‑year funding.
  • Prepare and analyze financial and program reports, including integrated forecasts of CIP revenues and expenditures, flood-control needs, program priorities, and other required documentation supporting long‑range financial planning.
  • Manage CIP‑related governance and compliance activities, including preparing project‑authorizing Resolutions and Intergovernmental Agreements, and ensuring adherence to applicable financial, contractual, and administrative requirements.
  • Lead program administration and strategic initiatives by facilitating the annual CIP Prioritization Procedure, administering the Small Projects Assistance Program, and completing special assignments affecting the CIP portfolio.

  • This position is typically office or administrative work and is not substantially exposed to adverse environmental conditions
  • Exerting up to 20 lbs. occasionally, 10 lbs. frequently, or negligible amounts constantly, or requires walking or standing to a significant degree
  • Machines, Tools, Equipment, Software, and Hardware: ERP system for financial, budget, and procurement data, web-based databases, heavy Excel use with some Word and PowerPoint use.
