The Project
The operator of a major international airport is considering a further update to expand the main terminal, reconfigure concourses and phase out legacy passenger transport systems.
Shared with airline stakeholders earlier this year, the proposed programme is estimated at c.$22 billion, with completion targeted in the mid-2030s, forming part of a wider transformation to support significant long-term passenger growth.
By comparison, the existing master plan approved in 2025 outlined c.$7 billion of phased capital investment, aligned to projections of up to 90 million annual passengers by the end of the century.
The role: The Program HR Lead is responsible for establishing and leading the people, workforce, and resourcing strategy across complex infrastructure or multidisciplinary programmes. The role ensures that the programme is appropriately resourced, mobilised, and supported through effective workforce planning, talent management, and organisational development.

You’ll Be Responsible For
- Develop and implement programme-wide workforce and resourcing strategies.
- Lead mobilisation, onboarding, and transition planning for programme teams.
- Plan and manage resource allocation, utilisation, and workforce capacity.
- Support recruitment, staffing, and talent acquisition in line with programme needs.
- Develop and maintain organisational structures, role definitions, and reporting lines.
- Provide HR advisory support to programme leadership and delivery teams.
- Monitor workforce performance, utilisation, and productivity metrics.
- Identify and manage workforce-related risks and gaps.
- Support governance reporting, including workforce dashboards and resource planning outputs.
- Coordinate with programme controls, commercial, and leadership teams to align resources with delivery requirements.
You’ll Need To Have
- Demonstrated experience in HR, workforce planning, or programme resourcing within infrastructure or major programmes.
- Strong understanding of organisational design, resource planning, and talent management.
- Experience supporting mobilisation and delivery of complex, multi-stakeholder programmes.
- Ability to manage workforce risks and resource constraints in dynamic environments.
- Strong stakeholder engagement and advisory skills.
- Strong leadership and people management capability.
- Excellent communication and stakeholder engagement skills.
- Strategic and solutions-oriented mindset.
- Experience working within complex, regulated environments.
- Relevant qualification in HR, business management, or related discipline (desirable).
- Familiarity with HR systems, resource planning tools, and workforce analytics platforms.
- Experience developing workforce dashboards and reporting frameworks.
- Ability to integrate resource planning with programme controls and delivery planning systems.
Note: The estimated starting salary for this position is $150k. Starting salary may vary based on permissible, non-discriminatory factors such as experience, skills and qualifications.
