The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $122,500.00 to $138,750.00.

This position is Exempt under the FLSA.

About the Position

The Enterprise Data Solutions Manager leads the planning, design, and delivery of enterprise data platforms and analytics capabilities for the Maricopa County Judicial Branch. This position oversees the Branch's Microsoft-based data ecosystem, including Microsoft 365 Government Community Cloud (GCC) Moderate, Azure Databricks, Azure Data Factory, Azure Storage, Power BI, SQL Server, SSIS, and SSRS. The Manager drives data strategy, governs data quality and security, and collaborates across departments to ensure data assets support judicial operations, compliance requirements, and evidence-based decision-making.

Position Qualifications

Education:

  • Bachelor’s degree in Computer Science, Information Systems, Data Engineering, Business Intelligence, or related field

Experience:

  • Six (6) years of progressive experience in enterprise data management, cloud data platforms or business intelligence, including two (2) years of lead or management experience

OR

Combined education and experience qualifications:

  • An equivalent combination of post-secondary education and job-related experience may substitute on a year-for-year basis.

Our Preferred Candidate has:

  • Seven (7) or more years of experience designing and managing enterprise data solutions in a Microsoft-centric environment

  • Hands-on experience with Microsoft 365 GCC Moderate, including governance, compliance, and data residency requirements

  • Proficiency with Azure Databricks for large-scale data processing, ETL pipeline development, and Delta Lake management

  • Advanced Power BI skills, including workspace governance, row-level security, dataflows, and enterprise deployment

  • Strong SQL expertise across Azure SQL Database, Azure Synapse Analytics, or SQL Server

  • Experience with Azure Storage services (Blob, Data Lake Storage Gen2, Azure Files) and associated access control models

  • Familiarity with Azure Data Factory for data orchestration, pipeline scheduling, and integration workflows

  • Experience with SQL Server Integration Services (SSIS) for data transformation, ETL package development, and legacy integration scenarios

  • Experience with SQL Server Reporting Services (SSRS) for paginated report development, subscriptions, and report server administration

  • Knowledge of data governance frameworks and tools such as Microsoft Purview

  • Experience managing data in a public sector, court, or justice environment

  • Excellent written and verbal communication skills, with the ability to present technical concepts to non-technical stakeholders

Knowledge, skills, and abilities:

Knowledge of:

  • Microsoft 365 GCC Moderate architecture, licensing, compliance controls, and data handling requirements

  • Azure data platform services: Databricks, Azure Data Lake Storage Gen2, Azure SQL, Synapse Analytics, Azure Data Factory, SSIS, and SSRS

  • Power BI service administration, capacity management, sensitivity labels, and organizational deployment

  • Data modeling methodologies include star schema, dimensional modeling, and data vault

  • Data governance, data quality, and metadata management principles

  • Security frameworks applicable to government data environments (FedRAMP aligned cloud controls, NIST 800-53, CJIS Security Critical Security Controls (CIS), SOC II / ISO 27001)

  • SDLC and Agile/Scrum development methodologies

Skill in:

  • Designing and maintaining scalable data pipelines, Lakehouse architectures, and analytical data stores

  • Developing and maintaining Power BI semantic models, dashboards, and self-service analytics solutions

  • Writing complex SQL queries and optimizing query performance across relational platforms

  • Administering and configuring Azure cloud data resources, including role-based access controls (RBAC) and cost management

  • Translating business requirements into technical data solutions

  • Leading cross-functional teams and managing vendor relationships

  • Communicating data insights and technical findings to executive leadership and business stakeholders

  • Monitoring and assessing the performance staff to make improvements or take corrective action

  • Personnel resources management through motivating, developing, and directing people as they work

Ability to:

  • Lead and mentor data engineers, analysts, and BI developers

  • Define and enforce data standards, naming conventions, and documentation practices

  • Develop data strategy roadmaps aligned to organizational priorities and budget constraints

  • Manage multiple data projects and competing priorities within a government compliance environment

  • Partner with Legal, Compliance, and IT Security teams to ensure data solutions meet regulatory requirements

  • Work independently and as part of a collaborative, mission-driven team

  • Effectively plan, train, assign work, and supervisor the work of others

  • Maintain good morale, motivation, and commitment from others

Essential Job Tasks

  • Leads the design, implementation, and ongoing development and management of the Court’s enterprise data platform, including Azure Databricks, Azure Data Lake, Azure SQL, and Power BI environments

  • Manages and governs the Branch's Microsoft 365 GCC Moderate data estate, including SharePoint, Teams, Exchange, and related compliance tooling in Microsoft Purview.

  • Oversee development and maintenance of data pipelines, ETL/ELT workflows, and automated data integration processes across source systems

  • Directs Power BI governance, including workspace management, dataset certification, report lifecycle, and enterprise deployment standards.

  • Partners with Court divisions to identify data needs, define KPIs, and deliver analytical products supporting judicial operations and performance management

  • Ensures data security, access controls, and audit logging comply with applicable standards including FedRAMP Moderate, CJIS Security Policy, and Maricopa County IT policies

  • Develops and maintains data governance documentation including data dictionaries, lineage maps, and platform runbooks.

  • Evaluates emerging Microsoft Azure data services and makes recommendations for platform evolution and cost optimization.

  • Coordinates with the Court Technology leadership, Maricopa County IT, and external vendors to deliver integrated data solutions.

  • Manages project documentation including charters, plans, schedules, and communication plans for data initiatives

  • Supervises and mentors data team personnel; conducts performance evaluations, coaches staff, and supports professional development.

  • Provides regular onsite supervision and employs in-person assessment methods to gauge business needs through direct observation, monitoring group dynamics with face-to-face interaction, and interpreting body language and nonverbal cues. Establishes interpersonal connections, fosters engagement, and exemplifies expected behaviors.

Working conditions:

While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances.

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
