Description

The Monetary and Capital Markets Department (MCM) of the International Monetary Fund (IMF) has a vacancy in its Financial Supervision and Regulation (FR) Division for a Financial Sector Expert/Senior Financial Sector Expert in Capital/Securities markets, preferably with significant experience and expertise in fintech. The incumbent will be based in the IMF's headquarters in Washington, D.C.

The expert will be responsible for working in a team environment on the development, monitoring, and implementation of financial sector policies in the area of securities markets and fintech issues, including asset management, risk framework, digital assets, and supervisory challenges derived from fintech in general. S/he will participate in the Financial Sector Assessment Program, Technical Assistance, and surveillance missions, as well as the work on policy analysis and other special projects in the areas of supervision and regulation. The expert will be part of a team of experienced financial sector experts in the division, reporting to the Division Chief.

The main responsibilities of FR division are:

 Development and dissemination of policy positions on prudential supervision and regulation of banks and non-banks.

  •  Managing the Fund's participation in the development of policies related to regulatory standards and codes; working with the relevant standard setting bodies (SSBs) on methodologies, managing MCM's delivery of supervisory standard assessments in the division's areas of competency, including by maintaining a roster of trained assessors, approving staffing of relevant standards assessments, and ensuring high quality products; and producing assessments, including in Financial Sector Assessment Program (FSAP) missions.

  •  Provision of policy and technical advice for Article IV surveillance on regulatory and supervisory matters, including participation in Article IV missions.

  •  Provision of technical assistance (TA) and capacity building in the regulatory and supervisory areas, including the backstopping of external experts.

  •  Being central point of contact for the Department's engagement with the relevant standard setting bodies (SSBs, e.g., the Basel Committee for Banking Supervision (BCBS), the International Association of Insurance Supervisors (IAIS), the International Organization for Securities Commissions (IOSCO), the Islamic Financial Services Board (IFSB)); and

  •  Liaison with relevant FSB committees and groups on regulatory and supervisory policy.

Minimum Qualifications:

  • An advanced academic degree in economics, finance, business administration, law or a related field and at least four years of relevant work experience in the relevant areas ;

  •  Broad knowledge of and experience in financial sector issues with specialization in regulation and supervision of capital/securities markets, preferably with significant experience and expertise in prudential oversight issues related to asset management.

  • Have in-depth understanding of international regulatory and supervisory initiatives and experience of their implementation at the national level on both securities and fintech,

  •  In-depth understanding of international regulatory and supervisory initiatives, and experience in their implementation at the national level.

  • Extensive experience working within a department/division of supervision in a leading supervisory agency preferred.

  •  Have a strong understanding of issues in the supervision of financial groups and transactions, including on a cross-border basis

  •  Have interest and expertise in the adaptation and application of regulatory frameworks and supervisory approaches to address the challenges posed by fintech;

  •  Hands-on experience in supervision and regulation challenges of Fintech, and implications of technology for the financial sector, will be definite advantages

  • Experience in developing tailored solutions for implementation of international standards/ best practices in a variety of contexts and delivering technical assistance in low capacity environments is an advantage.

  •  Demonstrated creativity and initiative.

  •  Excellent negotiating skills, as well as strong oral and written communication skills.

  •  Knowledge and experience of major outputs of the IMF in a national context, such as the FSAP, Article IV surveillance, and technical assistance, would be an advantage.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee,  they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.
