Harvey Nash USA has been engaged to find a talented Project/Program Manager II to support cross-functional e-commerce expansion, testing, and regulatory compliance initiatives for a global leader in the technology and e-commerce industry. Position: Project/Program Manager II (Regulatory Compliance Specialist)
Location: Arlington, VA
Duration: 12+ Month Contract (Potential Extension/Conversion)
About the Role
We are seeking an experienced Project/Program Manager II to support multiple high-impact initiatives related to e-commerce product launches, geo-expansion, regulatory reporting, and User Acceptance Testing (UAT). In this role, you will partner with business, technical, legal, finance, and operations teams to coordinate project activities, manage testing workstreams, and ensure critical deliverables are completed accurately and on schedule.

Day-to-Day Responsibilities:
- Manage multiple concurrent project workstreams supporting e-commerce launches, geo-expansion initiatives, and new feature releases.
- Gather, document, and maintain business requirements for country-specific product launches and compliance initiatives.
- Develop, review, execute, and maintain User Acceptance Testing (UAT) test cases and testing documentation.
- Coordinate testing schedules, testing windows, execution activities, and defect tracking across cross-functional teams.
- Monitor testing progress, review results, communicate risks, and ensure timely issue resolution.
- Build and maintain project tracking systems, reporting dashboards, milestone trackers, filing calendars, and submission workflows.
- Support regulatory reporting infrastructure by managing reporting timelines, documentation, and submission readiness.
- Create and maintain centralized tracking for jurisdiction-specific reporting requirements, deadlines, and compliance deliverables.
- Partner with Business, Finance, Legal, Operations, and Technical teams to ensure timely delivery of project milestones.
- Support audit readiness by maintaining documentation repositories, version control processes, and compliance records.
- Manage changing priorities, evolving project scope, and stakeholder communications throughout the project lifecycle.
- Track project progress using Jira, TestRail, and related project management tools while providing regular status updates.
Must-Have Skills:
- 3–5 years of Project or Program Management experience supporting cross-functional initiatives.
- Hands-on experience managing User Acceptance Testing (UAT) activities.
- Experience writing, reviewing, and maintaining UAT test cases.
- Strong experience gathering and documenting business requirements.
- Proven ability to coordinate multiple project workstreams simultaneously.
- Experience working in fast-paced, ambiguous environments with changing priorities.
- Strong stakeholder management and cross-functional communication skills.
- Experience using:
- Jira (Required)
- TestRail (Required)
- Excellent organizational skills with strong attention to detail and deadline management.
Nice-to-Have Skills:
- Telecom industry experience.
- Experience with Smartsheet.
- Regulatory compliance or reporting experience.
- Experience supporting public funding programs.
- E-commerce implementation or product launch experience.
- Experience supporting international or geo-expansion initiatives.
- Familiarity with audit documentation, repository management, and version control.
Education"
- Bachelor's degree in Business, Project Management, Information Systems, Engineering, Computer Science, or a related field.
- Equivalent professional experience will also be considered.
- PMP, Agile, Scrum, or other Project Management certifications are a plus.
A reasonable, good faith estimate of the minimum and maximum hourly wage for this position is $58.50 - $62.80 Hourly on W2.
