The Project Manager, Residential Technical Services is responsible for the planning and execution of capital projects within an existing residential portfolio, delivering projects on time and on budget. Working closely with Property Operations, Asset Management, and Finance, this role supports the delivery of the approved annual capital plan and contributes technical input toward future capital planning.
This is an owner-representative role focused exclusively on operating residential buildings, delivering lifecycle replacements, building system upgrades, and operationally driven capital work. The Project Manager ensures projects are executed safely, on schedule, and with minimal disruption to residents while meeting operational and compliance requirements.
Responsibilities
Capital Planning & Technical Support
- Support Asset Management and Finance by providing technical input into annual and multi-year capital planning for existing buildings.
- Organize and manage the development of building condition assessments and technical studies, coordinating consultants, scope, deliverables, and timelines.
- Review condition assessment findings and translate recommendations into defined capital scopes and project priorities.
- Develop scope, preliminary budgets, and schedules for assigned capital projects.
- Execute projects included in the approved annual capital plan, ensuring alignment with operational needs.
Pre-Construction & Project Coordination
- Coordinate required municipal permits and approvals for capital work in existing residential buildings.
- Lead or support procurement of consultants, contractors, and vendors, including:
- Preparation of RFPs, RFQs, and tender packages
- Evaluation of submissions and comparison of bids
- Preparation of award recommendations in accordance with internal approval requirements
- Manage contract administration activities in accordance with CCDC contracts and company standards.
Planning, Scheduling & Project Controls
- Manage assigned projects through all phases, from planning and design through construction and close-out.
- Develop and maintain project schedules, addressing risks related to occupied buildings, access constraints, and phasing.
- Review drawings, specifications, and consultant deliverables to ensure compliance with project objectives and existing conditions.
- Prepare and distribute clear, timely project status reports to internal stakeholders.
- Review and assess scope changes, identifying impacts to cost, schedule, and quality, and provide recommendations for approval.
Project Execution & Operational Integration
- Conduct regular site inspections to monitor safety, quality, and project progress.
- Manage and oversee third-party consultants, contractors, and vendors.
- Coordinate and manage RFIs, change directives, change orders, CCNs, and close-out documentation.
- Work closely with Property Management to:
- Address technical and operational issues
- Minimize resident disruption
- Coordinate access, sequencing, and resident communication
- Support commissioning, testing, and transition of completed projects to operations.
- Manage warranties, deficiencies, training, and close-out documentation to support ongoing building operations.
- Manage Letters of Credit, ensuring obligations are completed and releases are obtained in a timely manner.
Budgeting & Financial Oversight
- Track project costs against approved capital budgets and approved change orders.
- Review and approve project-related invoices and progress draws, verifying work completion and contractual compliance.
- Review and approve invoices within Yardi or equivalent systems (coding performed by others).
- Maintain accurate and auditable project records, including budgets, approvals, change orders, and reports.
Qualifications
- 5+ years of project management experience focused on existing building capital projects, facilities upgrades, or technical services.
- Experience working within occupied multi-residential assets.
- Post-secondary degree or diploma in Engineering, Construction Management, Building Science, or a related technical discipline.
- PMP or similar professional designation (completed or in progress) is an asset.
- Strong understanding of municipal permitting and inspections related to renovation and retrofit projects.
- Ability to read and interpret architectural, mechanical, electrical, and structural drawings.
- Working knowledge of CCDC/CCA contracts and construction administration in operating facilities.
- Strong organizational and communication skills with the ability to manage multiple projects concurrently.
- Proficiency with MS Office (Excel, Word, Outlook, MS Project).
- Experience reviewing and approving invoices in Yardi or similar project accounting systems is an asset.
- Familiarity with AI-enabled tools and Microsoft Copilot is an asset.
- Experience applying value engineering and cost-optimization solutions.
- Exposure to building automation, energy efficiency, or smart building technologies is beneficial.
The base salary for this position is between $65,800.00 to $109,700.00 annually. This represents base salary only and does not represent other variable compensation components of our total compensation ( i.e. annual bonus, commission etc).
