Duties
As a member of the Highway Regional Operations Management Team, the incumbent will act as a key point of contact for the regional program delivery and provide leadership, stakeholder engagement, support, strategic direction, development, coordination, recommendations, and support services to stakeholders and rights holders.
The position involves supporting the Highway Regional Operations in delivering highway capital, maintenance, and stewardship programs across the province, ensuring that department standards and principles of sustainable development are met, providing front‑line management and support for ongoing stewardship functions, preserving safety, integrity, operational effectiveness, and legislative compliance with all highway assets.
Qualifications
Essential
- Post‑secondary education in public administration, communication, or an equivalent combination of relevant education and experience.
- Strong political acumen with the ability to manage confidential and politically sensitive materials and situations appropriately.
- Experience in public relations, including complex sensitive issues often with a non‑cooperative audience.
- Excellent verbal communication skills, including the ability to facilitate meetings and clearly present complex issues to a variety of audiences.
- Excellent written communication skills, including experience writing documents such as speaking notes, reports, briefing materials, letters, policy papers, and authority‑seeking documents.
- Excellent organizational skills with the ability to manage, prioritize and meet competing deadlines.
- Experience in public service, preferably in either policy development or client liaison.
Desired:
- Experience in conducting research and analysis for policy/project development and implementation using qualitative and quantitative research methods.
- Strong project management skills, with experience leading complex projects in collaboration with diverse stakeholders.
Conditions of Employment
- Must be legally entitled to work in Canada.
- Must be able to travel throughout Manitoba.
