Job Description

At GCI, we solve the hard problems. As a Program Manager, a typical day will include the following duties:
Serve as a Subject Matter Expert (SME) level Information Technology Project Manager (IT PM) to support two critical programs within the customer PMO: 365 (M365) and Enterprise AI Program. Both programs will be deployed enterprise-wide, and the SME IT PM will be responsible for providing SME-level project management guidance and leadership to cross-functional teams, ensuring the successful delivery of these programs. Due to the fast-paced nature of these programs, having experience with leading projects using an Agile/Scrum methodology would be highly beneficial.
The SME IT PM will work closely with program stakeholders, technical teams, and leadership to develop and manage project plans, resource allocation, risk management, and status reporting for both programs. They will be responsible for ensuring that the programs are well-planned and executed, including the transition phase for the appropriate O&M groups. The SME IT PM will be responsible for navigating the A&A governance process, overseeing the process to ensure security controls are addressed, and collaborating with the assessment team and other security-related partners, such as CMAP and KMD, to provide supporting evidence for security controls.
They will also be responsible for leading projects through the appropriate governance processes, ensuring that POA&M items are tracked and addressed as part of the project plan and schedule. The SME IT PM will work with stakeholders to develop training and communications plans to support the programs The SME IT PM will also be responsible for overseeing and coordinating product pilot activities to ensure proper integration and functionality verification, validating that the solution meets the required specifications and is ready for enterprise-wide deployment.
The successful candidate will demonstrate outstanding hands-on experience and a thorough understanding of project management principles, methodologies, and industry best practices, as well as a strong background in navigating governance boards and integrating security into IT project management. They will be expected to possess excellent organizational, interpersonal, and communication skills, working effectively as part of a team and in a highly autonomous manner, mentoring others as needed.
The SME PM will work closely with a government staff PM and Technical Lead to ensure seamless program delivery.

- Demonstrated on-the-job knowledge and experience as a SME PM, successfully leading multi-disciplinary project teams and delivering complex programs.
- Demonstrated on-the-job knowledge and experience with project management principles, methodologies, and industry best practices, including project planning, rsource allocation, risk management, and status reporting. Demonstrated on-the-job ability to develop and manage project schedules and resource plans, and to identify and mitigate risks.
- Demonstrated on-the-job outstanding communication and interpersonal skills, articulating complex project issues to various audiences.
- Demonstrated on-the-job knowledge and experience with managing multiple concurrent projects, short deadlines, and competing priorities, including the ability to manage dependencies and prioritize tasks effectively.
- Demonstrated on-the-job ability to identify project challenges, risks and constraints, and convey well thought-out mitigation strategies.
- Demonstrated on-the-job knowledge and experience with leading cross-functional teams, including technical engineers, operational resources, and stakeholders.
- Demonstrated on-the-job ability to build and maintain constructive relationships among customers, stakeholders, technical teams and contractors.
- Demonstrated on-the-job knowledge and experience with project management tools and techniques, such as critical path management and risk management.
- Demonstrated on-the-job knowledge and experience to manage a project through the accreditation process using ICD-503 and receive ATO.
- Demonstrated on-the-job ability to develop and deliver clear, concise, and informative briefings materials, including slide decks, to various stakeholders.
Desired Skills
- Demonstrated on-the-job knowledge and experience developing and managing resource-loaded project schedules using MS Project or similar tools.
- Demonstrated on-the-job knowledge and experience using various enterprise document repositories (e.g. Confluence, SharePoint).
