Position Overview

FaxSIPit is seeking a Senior Technical Program Manager – Software & Information Systems to plan, organize, direct, and evaluate complex software and information systems programs supporting secure, hosted communications platforms.

This is a senior management role with end-to-end responsibility for software development programs, information systems operations, technical teams, budgets, schedules, and delivery outcomes. The successful candidate will oversee the full lifecycle of software and systems initiatives, from planning and architecture through deployment, operational support, and continuous improvement.

The role is based in Vancouver, BC, and involves close collaboration with internal technical teams, executive leadership, and international partners supporting system development and operations.

Key Responsibilities

  • Plan, organize, direct, control and oversee the activities of teams that analyze, design, develop, implement, operate and administer computer and information systems.
  • Manage and lead software development, embedded software systems, and technical program teams, including senior technical staff and team leads
  • Establish policies, standards, and procedures for software development, system security, operational reliability, and service continuity
  • Oversee program budgets, staffing plans, timelines, and delivery commitments
  • Coordinate the development, deployment, and ongoing operation of secure communications platforms and hosted services
  • Ensure compliance with applicable security, privacy, and regulatory requirements affecting information systems
  • Direct system lifecycle activities, including architecture planning, platform upgrades, release management, and operational support
  • Act as the senior escalation point for technical program risks, system issues, and stakeholder concerns
  • Coordinate with international technical partners and service providers supporting software development and platform operations
  • Drive operational and engineering changes to support TAA-compliant and geographically diversified production strategies
  • Mentor, evaluate, and develop technical managers and staff, fostering a high-performance and accountable culture
  • Required Qualifications & Experience
  • 15+ years of progressive experience in software development, information systems, or technical program environments, including senior management roles
  • Demonstrated experience managing software development teams, systems teams, or technical program managers
  • Strong background in secure communications platforms, embedded software systems, and complex system architectures
  • Proven success delivering enterprise software or hosted service platforms from planning through deployment and operation
  • Experience managing budgets, staffing, schedules, and executive-level reporting
  • Ability to lead effectively in a fast-paced, security-focused, and technically complex environment

Education

  • Bachelor’s degree in Computer Science, Information Systems, Business Administration or a related discipline (required)
  • MBA or equivalent senior management training (preferred)
  • Formal training or certification in program, project, or systems management is an asset

  • Ability to travel internationally as required (e.g., United States, Asia, Middle East)
