Duties - Plans, organizes, and carries out the activities of the 618 ACOMS Knowledge Management (KM), ensuring that AOC and ACOMS KM systems comply with legal and regulatory requirements and meets customer needs.
- Conducts specialized information research, as directed by the Commander, to support AOC Command and Control for airlift, air refueling, aeromedical evacuation, and air mobility support.
- Manages and coordinates the AOC's systems KM programs.
- Design, build, implement, and maintain a knowledge management framework that provides end-users access to the organization's intellectual capital.

May be required to travel by military and/or commercial aircraft in the performance of temporary duty.
Work may require other than traditional duty hours to meet requirements.
Must be able to obtain and maintain a Secret Clearance.
Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems.
Examples of specialized experience includes: (1) Works with functions, policies, procedures, rules, guidelines, pertinent laws, regulations, precedents, major issues, program goals and objectives, and administrative operations. (2) Works with analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods; and (3) Works with configuration management principles and techniques to include planning, identification and evaluation to provide technical and administrative direction and oversight of information technology assets during the system development life-cycle.
OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
