INTRODUCTION

This position is located in the Utility Shop, Facility Operations and Maintenance Branch of the District of Columbia National Guard at Joint Base Andrews, MD. The hours of operations are 0700-1630 Monday through Friday. The Facility Operations and Maintenance Branch is responsible for providing complete maintenance and repair services for 53 facilities at 3 different sites across 104 acres of licensed real property. Employees occupying this position must be able to obtain a secret security clearance and have a valid driver’s license.

This position description details the specialized experience requirements, skills, knowledge, and abilities to repair and operate one or more utility systems to include air conditioning, heating, water, sewage, electricity generation and distribution. Such work requires the ability to start, stop, and regulate the utility or utilities for optimum efficiency and troubleshoot, maintain and repair them. Incumbent must know the locations and functions of all equipment in the systems and the kind and quality of materials to be used in repairs.

This position provides journeyman level Utilities Systems Repairer and Operator work and is responsible for performing the full range of duties and responsibilities which typically include the performance of various checks, tests, adjustments, and troubleshooting tasks to determine the need for repair and/or operation work.

MAJOR DUTIES

Installs, operates, repairs and modifies oil and gas fired heating plant equipment for facilities on Joint Base Andrews including component parts and elements. Plans installation considering problems peculiar to the specific types of boiler or furnace and their related equipment. Adjusts and balances components and controls to achieve maximum operating efficiency in line with current energy conservation policies and insure application of appropriate safety standards. The incumbent will have maintenance, repair, and operating responsibilities for low pressure steam boilers and distribution systems and hot water boilers and distribution systems.

Installs, repairs, maintains and operates various types of refrigeration and air conditioning equipment and component parts including electric, electronic, and pneumatic controls. Systems maintained provide for cooling, humidifying, dehumidifying, filtering, and purifying functions. Equipment conditions air in structures such as hangars, warehouses, office buildings, computer server rooms, flight simulators, and secure vaults.

Installs, operates, repairs and modifies industrial, horizontal rotary and commercial oil burners, space heaters and circulating pumps. Removes, repairs or replaces flues, baffles, breechings and smoke pipes. Levels and seals boilers and furnace joints. Installs and repairs all types of refractory linings; checks operation and fit of doors and proper location of baffle with relation to combustion chamber. Installs, repairs and modifies roof jacks and chimneys. Installs, troubleshoots and overhauls nozzle adaptors, burner assembly blowers, ignition transformers, oil pumps, flame cones, stabilizers, blast tubes, air cones, rotary cups, motors, electrodes, rods, solenoids, switches, thermostats, rheostats, stack witches, bearings, alarms, drive motors, blowers, safety devices, water regulators, oil and air supplies.

Installs, maintains, adjusts and calibrates instrument and controls for the heating maintenance unit such as gauges, meters, thermometers, pyrometers, liquid level controls, pressure controls, carbon dioxide indicators, draft and smoke indicators, oil burner smoke scale indicators, analyzers, recorders, safety valves and heating controls operated electrically, electronically and pneumatically. Uses test equipment such as volt ammeter and leak detector to trace circuits and locate problems.

Performs other related duties as assigned.

Qualifications

Able to apply a broad trade knowledge of air conditioning, electrical, plumbing, and mechanical principles.

Able to read and interpret gauges and monitoring equipment to correctly evaluate functioning status of equipment/systems, if equipment/systems are meeting demands, and determine which if any corrective actions are necessary to meet demands and maintain functioning of equipment optimally and safely such as raise or reduce the pressure and determine if there are leaks in the systems, and if the system is functioning properly.

Working knowledge of the functioning, purpose and location of all air conditioning equipment in the system operated, including but not limited to: absorbers, or centrifugal compressors, starters, circuit breakers, condensers, evaporators, heat exchanges, chilled water and condenser water pumps, filters, fans, controls, motors, thermostats, humidifiers, cooling towers, heating and cooling coils, recorders, and alarms.

Knowledge of the theory and principles of the functioning of refrigeration and air conditioning and component systems.

Must also have the ability to use measuring instruments and testing equipment; the ability to use various power and hand tools, including those associated with pipefitting.

Other Requirements

The incumbent of this position will be working on a military installation at Joint Base Andrews and requires the ability to obtain a secret security clearance. Additionally, requires a valid driver’s license throughout employment.

Incumbent is subject to operate a motor vehicle to perform snow removal during the winter months.

Incumbent is subject to emergency calls, seven (7) days a week, twenty-four (24) hours a day.

WORKING ENVIRONMENT

Work is performed inside and outside, in all kinds of weather and on/with equipment that is usually dirty, dusty, and greasy. Incumbent maybe required to make repairs and installations in areas with bad smelling fumes are present. There is frequent exposure to the possibility of uncomfortable heat conditions; and injury resulting from high places falls; and strains, cuts, scrapes, bruises, burns, broken bones, and associated infections may result from accidents while working around equipment.
