Job Description: We are seeking a highly experienced Modernization and Capabilities Developer to support strategic force development, modernization initiatives, and data-driven decision-making efforts at the Service Component or DoD level. This position supports senior leadership by integrating operational analysis, strategic planning, risk assessment, and resource optimization to enhance readiness and long-term capability development. Responsibilities include:

  • Support Force Modernization and Capabilities Development initiatives at the Service Component or DoD level.
  • Develop and manage strategic planning tools, including performance analytics platforms such as SPEAR (Strategic Planning, Evaluation, and Analytics for Resources).
  • Conduct operational assessments, risk analysis, and develop written risk narratives to inform leadership decision-making.
  • Produce high-quality information papers, memorandums for the record, executive briefings, and strategic planning documents.
  • Provide programmatic information and knowledge management support across modernization portfolios.
  • Analyze posture decisions, resource allocation strategies, and readiness impacts using data-driven methodologies.
  • Support integration of real-time analytics into planning and resource optimization efforts.
  • Coordinate across staff sections and senior leadership (General Officer/Flag Officer level) to support modernization priorities.
  • Leverage Microsoft Office Suite tools (Teams, SharePoint, Word, PowerPoint, Excel) for collaboration, reporting, and data management.
  • Support community planning, installation modernization, and facilities asset management initiatives as required. Here's what you need:
  • Minimum 10 years of experience supporting similar modernization, strategic planning, or capability development efforts.
  • Experience supporting programs at the Service Component Headquarters or DoD level.
  • Experience with:
  • Programmatic information and knowledge management
  • Preparing information papers and memorandums for the record
  • Risk management, including analyzing and writing risk narratives
  • Proficiency with:
  • Microsoft Office (Teams, SharePoint, Word, PowerPoint, Excel data management)
  • Adobe Acrobat
  • Demonstrated experience as an analyst or program manager supporting senior-level headquarters environments.
  • Experience supporting General Staff (2- to 4-Star level) leadership environments. Bonus Points If You Have:
  • Master's Degree.
  • Advanced graduate degree in Operations Research, Systems Analysis (ORSA), Data Analytics, or Data Science.
  • Military-trained ORSA Professional Military Education.
  • Completion of:
  • School of Advanced Warfighting (SAW)
  • School of Advanced Military Studies (SAMS)
  • Joint Force equivalent advanced planning programs
  • DoD Service-Level Intermediate Education
  • Force Modernization and Capabilities Development and/or Acquisitions-related certification.
  • Experience developing and managing SPEAR analytics tools.
  • Experience with community planning and/or facilities asset management.
  • Prior experience supporting military basing programs.
  • Project Management Professional (PMP) certification.
  • Extensive experience integrating data analytics into strategic posture and resource planning decisions. Security Clearance:
