Overview

We are seeking a dynamic and detail-oriented Oracle EBS Developer / Business Analyst to join our innovative IT team. In this role, you will be instrumental in designing, developing, and maintaining Oracle E-Business Suite (EBS) applications while bridging the gap between technical solutions and business needs. Your expertise will drive the successful integration of complex systems, ensuring seamless operations across various enterprise functions.

WHAT YOU'LL DO (Developer Track):

• Configure and develop Oracle EBS R12 financial modules including GL, AP, AR, Fixed Assets, and Procurement for SSA's financial operations
• Write PL/SQL procedures, functions, packages, and database triggers to support custom EBS requirements and reporting needs
• Develop Oracle Application Framework (OAF) personalizations and Oracle Forms/Reports customizations for agency-specific workflows
• Design and implement system integrations between Oracle EBS and SSA's legacy financial platforms, data warehouses, and reporting tools
• Support Oracle EBS patch management including quarterly CPU/PSU patching, instance cloning, and upgrade readiness assessments
• Lead or support data migration and conversion efforts — including data mapping, conversion scripts, and post-migration reconciliation

WHAT YOU'LL DO (BA Track):

• Gather, analyze, and document SSA financial process requirements for Oracle EBS module configurations and enhancements
• Produce Business Requirements Documents (BRDs), Functional Design Documents (FDDs), and gap analysis reports
• Facilitate JAD sessions with SSA program finance staff and CGI technical leads to align system capabilities with business needs
• Develop and execute test scripts for system integration testing (SIT) and user acceptance testing (UAT)
• Support training material development and end-user knowledge transfer for Oracle EBS configurations

Duties

• Collaborate with stakeholders to gather and analyze business requirements, translating them into effective Oracle EBS solutions.
• Develop, customize, and support Oracle EBS modules, ensuring alignment with organizational goals and best practices.
• Design and implement system integrations utilizing APIs, RESTful web services, and other middleware solutions to connect Oracle EBS with Salesforce, Pegasystems, and other enterprise applications.
• Conduct system design reviews, solution architecture planning, and solution documentation to optimize system performance and scalability.
• Manage ETL processes for data migration and integration using SQL, PL/SQL, and scripting languages such as Python or Shell Scripting.
• Perform system testing, debugging, and troubleshooting to identify vulnerabilities or performance bottlenecks within Oracle EBS or related infrastructure.
• Support IT infrastructure components including virtualization (VMware), cloud platforms (AWS/Azure), load balancing, firewalls, VPNs, and network configurations to ensure secure and reliable operations.
• Participate in Agile development cycles with continuous integration/continuous deployment (CI/CD) pipelines using Jenkins or similar tools for efficient software delivery.
• Implement system hardening measures and conduct vulnerability assessments to uphold information security standards across all platforms.
• Document technical specifications, system workflows, and user procedures to facilitate knowledge sharing and compliance audits.
