FLEET ACQUISITION MANAGER
AN OVERVIEW
The Fleet Acquisition Manager is responsible for performing a variety of planning, long range planning, and budgetary oversight functions, as well as serving as a customer and vendor liaison capacity in the Fleet Management Division of the Transportation and Environmental Services Department. An incumbent in this class manages large, complex asset replacement projects, as well as managing depreciation and divisional budgets. An incumbent in this class ensures compliance with procurement procedures while facilitating external purchases with vendors, establishing contracts for services, and leading supply chain management. The Fleet Acquisition Manager receives general supervision from the Fleet Management Division Chief who will review work for quality and results obtained.
THE OPPORTUNITY
- Responsible for senior level, long range fleet planning- to include life cycle cost analysis, development and compliance with City alternative fuel and sustainability goals, and oversight of the Citywide vehicle replacement fund (a 10 year, $60M plus fund);
- Directs and coordinates the agency's automated financial, procurement, inventory control, personnel and fleet maintenance management systems; (FASTER, MUNIS, and Fuel Software);
- Directs and oversees fiscal activities, including budget preparation and monthly financial reports;
- Directs preparation of critical trend predictions, equipment usage, rate analyses, and pricing formulas;
- Ensures timely and accurate customer communication regarding vehicle replacement;
- Manages and administrates centralized vehicle procurement, surplus, and disposal;
- Ensures Fleet is operating a cost-effective facility; Monitors and reviews all contracts, agreements, requisitions, payment vouchers and purchase card purchases;
- Plans and schedules vehicle replacements; provides oversight and administration for the Fleet Steering Committee;
- Provides statistical and analytical support through data compilation, computation, analysis, evaluation and written studies as it relates to fuel;
- Evaluates Fleet replacement and repair methodology (considers the benefits and drawbacks of purchases or leases, internal or external repairs), while working with the Fleet Management Chief;
- Manages and oversees external vendor relationships and contracts;
- Oversees and directly manages divisional budget and fiscal practices with direction and oversight of Fleet Chief;
- Performs related work as required.

The Ideal Candidate, to qualify for this position all applicants should possess a bachelor’s degree and three (3) years of professional experience in program administration or any equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities.
To be considered the Ideal candidate, one should possess a master’s degree; eight years of experience; college courses in business administration, supplemented by courses in automotive service and maintenance management; and extensive, progressively responsible experience in vehicle replacement planning, budget development and oversight, and public procurement in an administrative capacity.
