About the team and position:

As an Entitlement Project Manager, you will be a self-starter with a strong bias toward action, supporting the comprehensive entitlements process to meet Carvana's rapid growth needs. This position requires managing multiple projects simultaneously, establishing deliverables, critical project objectives, and overseeing contract negotiations and vendor relations.

What you'll be doing:

  • Lead and manage the comprehensive preparation and presentation of entitlement due diligence. This includes, but is not limited to, preliminary schedules, order and review of site-related reports (Phase I ESA, Geotechnical, wetlands, etc.), surveying and plat requirements, preliminary site engineering, landscape requirements, and entitlement applications to local jurisdictions.
  • Manage and oversee consultants, including architects, land use counsel, civil engineers, environmental specialists, and other external partners.
  • Process all applications for Rezoning, Development Agreements, Design Review, General Plan Amendments, and Variance along with environmental applications and permits for approval.
  • Prepare for, attend, and present to local jurisdictions and property owners at pre-application, local public, and municipal hearings.
  • Oversee the development and approval of Site Plans, Landscape Plans, Miscellaneous Plot Plans and Grading Plans.
  • Generate thorough site investigation reports that inform risks and opportunities for vetting acquisition.
  • Prepare and manage development budgets and timeline schedules, ensuring projects stay on track and within financial parameters.
  • Develop and manage strong relationships with municipal staff, officials, and utility providers.
  • Understand and clearly communicate the needs and requirements of different jurisdictions to internal and external stakeholders at Carvana.
  • Negotiate and finalize entitlements from municipalities, as well as contracts for services to be performed by outside consultants such such as land use attorneys, architects, and civil engineers.

What you should have:

  • Bachelor's degree in Real Estate, Construction Management, Engineering, Planning, or a related field.
  • 3+ years of experience in real estate development, with a focus on entitlements and project management.
  • Proven experience in leading teams and consultants, preparing schedules, and managing the application process.
  • A keen understanding of the commercial development process.
  • Ability to read and understand complex zoning codes, general plans, specific plans, and technical reports.
  • An intricate understanding of the key decision drivers in project approvals, both internal and external.
  • Exceptional interpersonal, written, and verbal communication skills, with the ability to present complex information clearly.
  • An elaborate understanding of jurisdictional bureaucratic processes.
  • Comprehensive understanding of the site development process.
  • Ability to manage multiple projects at the same time while maintaining a high attention to detail.
  • A team player mentality and a desire to contribute to a collaborative environment.
  • Eager to grow and continuously learn within a dynamic and evolving industry.
